About this opportunity

This state and local contracting opportunity is for the selection of the "Newspaper" to publish classified advertisements for state agencies in Illinois. The Illinois Department of Central Management Services (CMS), in cooperation with the Chief Procurement Officer for General Services, has issued an Invitation for Bid (IFB) to establish a Joint Purchase Master Contract with a vendor to enable State Agencies, Boards, Commissions, and the General Assembly to place publications and advertisements in the Official State Newspaper on an as-needed basis. The contract term is up to five (5) years with no option to renew, and the total term including any extensions shall not exceed ten (10) years. Key requirements for the newspaper include having at least 4 pages, 100 square inches of printed matter per page, 25% news content per issue, and the ability to publish notices on the statewide public notice website. Pricing will be based on a per column line rate, with a minimum rate of $0.20 per column line and a maximum rate not to exceed the vendor's annually published rate for comparable local advertising space.

There is no small business or veteran-owned business set-aside for this contract, but there is a 24% goal for businesses owned by minorities, women, and persons with disabilities. The State has provided a directory of over 20 certified Business Enterprise Program (BEP) vendors that can provide the required services. While the total contract amount is not specified, the State indicates that the contract will enable agencies to place advertisements and publications on an as-needed basis. Potential bidders must attend a pre-bid conference to learn more about the BEP utilization plan requirements, and all submissions must be made electronically through the State's BidBuy portal.
