About this opportunity
The State of Hawaii, in cooperation with the NASPO ValuePoint cooperative purchasing organization, has issued a Request for Proposals (RFP) for Procurement Assistance and Support Services (PASS). The solicitation is open to state governments, institutions of higher education, political subdivisions, and other eligible entities across the United States. The initial contract term is two (2) years, with the option to renew for four (4) additional 12-month periods. The objective is to establish Master Agreements with qualified offerors to provide PASS services and achieve more favorable pricing through the collective volume of potential purchases. Interested vendors must download the solicitation documents from the State of Hawaii's procurement system website by the closing date of Thursday, January 4, 2024. The resulting Master Agreements will provide Participating Entities, including the State of Illinois, access to PASS services.
The State of Illinois has specific terms and conditions for participating in this cooperative procurement program, which include a maximum total term of ten years and the requirement to comply with the Illinois Freedom of Information Act and the availability of appropriated funds. The State of Illinois is publishing this opportunity in the Illinois Procurement Bulletin to notify interested vendors, but they must obtain the solicitation documents directly from the State of Hawaii. There are no set-aside designations or restrictions on the types of organizations that can respond, and the State of Illinois has not identified any incumbent vendors or current contractors. The budget range for this contract has not been specified.
