About this opportunity

The Illinois Department of Central Management Services, in cooperation with the Chief Procurement Officer for General Services, seeks to establish a Joint Purchase Master Contract (JPMC) for mosquito larvicide through Invitation for Bid 26-416CMS-BOSS4-B-50173. This indefinite-quantity contract will enable all governmental units and qualified not-for-profit agencies throughout Illinois to purchase mosquito larvicide products on an as-needed basis. The required products must contain only approved active ingredients—methoprene, bacillus thuringiensis israelensis (BTI), bacillus spharicus (BS or Bsph), or Spinosad—and be supplied in solid pre-packaged forms such as briquettes, tablets, or water-soluble pouches with residual effectiveness periods of up to 30 days or up to 150 days. All products must maintain a minimum shelf life of twelve months from delivery, with the vendor responsible for replacement at no cost if effectiveness is compromised during the shelf life period. The contract will have an initial five-year term commencing July 1, 2026, with a maximum total term not exceeding ten years including renewal options or extensions. Delivery must be made F.O.B. Destination to locations within Illinois with a minimum order of one case, and deliveries to state agencies must occur between 9:00 AM and 3:00 PM on business days unless pre-approved otherwise. Award will be made to the lowest priced responsive and responsible bidder, with the State reserving the right to award by line item. Bids must be submitted electronically through BidBuy no later than January 20, 2026, and must remain firm for 90 days from opening. A pre-bid conference is scheduled for December 30, 2025, at 1:00 PM CST via Webex (312-535-8110, Access Code: 2867 656 5168). Required bid documents include a Vendor Disclosure or IPG Active Registered Vendor Disclosure form, an Offer to the State of Illinois form, the Contract document, a Business Enterprise Program Utilization Plan, and safety data sheets or pesticide labels for each item bid.

This procurement establishes a Business Enterprise Program (BEP) utilization goal of 1 percent, requiring bidders to demonstrate commitment to utilizing certified minority-owned, women-owned, or persons-with-disabilities-owned businesses, or to request a waiver with documented good faith efforts to achieve the goal. There are no set-asides for small businesses, minority-owned businesses, women-owned businesses, persons-with-disabilities-owned businesses, or veteran-owned small businesses indicated in this solicitation, and no Veteran Small Business Participation goal has been established. Bidders must affirm that mosquito larvicide products are manufactured in the United States unless documented exceptions apply regarding availability, price, quality, or public interest considerations. Bidders must complete and submit the entire U-Plan as part of their bid response, with failure to do so rendering the bid non-responsive and subject to rejection; once awarded, the U-Plan becomes a material part of the contract and vendors must maintain compliance records for three years and submit monthly reporting of BEP-certified vendor utilization. The contract is subject to the Illinois Procurement Code and Standard Procurement Rules, and vendors must comply with all applicable federal, state, and local laws, maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation insurance as required by law. No incumbent vendors or current contractors are identified in the solicitation materials, and the budget value for this indefinite-quantity contract is not specified, as pricing will be determined through competitive bidding based on individual line items submitted by vendors.
