About this opportunity
The State of Illinois Department of Central Management Services is issuing an Invitation for Bid (IFB) to establish a Joint Purchase Master Contract for the procurement of drugs and pharmaceutical products. The contract will enable state agencies, governmental units, and qualified not-for-profit organizations in Illinois to purchase a wide range of pharmaceuticals, including contraceptives, serums, vaccines, ointments, supplements, and vitamins, on an as-needed basis. Bidders must be licensed pharmaceutical wholesalers/distributors and comply with all relevant regulatory guidelines. The contract has an initial term of up to six years, with no option to renew, and the total term cannot exceed ten years. Bidders must provide Wholesale Acquisition Cost (WAC) and Public Health Services (PHS) price lists, and pricing will include a fixed discount percentage applied to those prices. The IFB contains an 8% Business Enterprise Program (BEP) goal for minority, women, and persons with disabilities participation, but no Veteran Small Business Program (VSBP) goal.
The contract has an estimated value of $3,000,000 and will be awarded to the lowest priced responsive and responsible bidder. The current incumbent vendor is Cardinal Health 110, LLC, who was previously awarded the contract through Bid Number 21-416CMS-BOSS4-B-22340 with an award amount of $5,636,160.60 for a six-year term. Vendors interested in this opportunity must complete administrative forms and certifications, including disclosures and conflict of interest declarations, as part of their bid submission. The state will also work with awarded vendors to implement a PunchOut integration with the BidBuy eProcurement system to facilitate ordering by authorized users.
