About this opportunity

The State of Illinois Department of Central Management Services (CMS) is issuing an Invitation for Bid (IFB) to establish a 72-month Joint Purchase Master Contract (JPMC) for continuing legal education (CLE) courses that meet the Illinois Supreme Court's Minimum Continuing Legal Education (MCLE) requirements. The contract will provide online CLE courses to governmental units across the state, including those in St. Clair County. Vendors must be accredited by the MCLE Board and maintain compliance throughout the contract term. Pricing must be submitted as flat-rate fees per participant, with separate rates for the first three years and the subsequent three years. The contract does not have any renewal options, and the total contract term cannot exceed 10 years. A mandatory pre-submission conference will be held on March 24, 2022 to explain the procurement requirements and allow bidders to ask questions.

There are no small business, minority, or veteran set-aside goals for this procurement. The contract was previously awarded to West Publishing Corporation for a total value of $584,676. The State will award the new contract to the responsive and responsible bidder who submits the lowest price. Vendors must be registered in the Illinois Procurement Gateway and have an active State of Illinois Vendor Registration Number to participate in this opportunity.
