About this opportunity
The State of Illinois, through the Department of Central Management Services (CMS) and the Chief Procurement Officer for General Services, is issuing an Invitation for Bid (IFB) to establish a joint purchase master contract for the procurement of collection cups for random drug testing. The contract will enable governmental units and qualified not-for-profit agencies in Illinois to purchase the collection cups on an as-needed basis during the contract period. The required collection cups must have a self-contained panel cassette test mechanism that can simultaneously detect multiple drugs and/or their metabolites in a minimum six-panel cassette, and meet specific requirements related to FDA clearance, accuracy rates, and NIDA/SAMHSA cut-off levels. The contract will have an initial term starting upon execution and expiring on July 14, 2022, with no option to renew. Bids must be submitted by the due date of January 14, 2021.
The contract opportunity has a 9% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal, but no Veteran Small Business Program (VSBP) goal. Vendors can self-fulfill the BEP goal if they are certified BEP vendors with the State of Illinois in the relevant NIGP codes at the time of bid submission. The contract may be partially or fully federally funded. The pricing structure includes per-unit pricing with a 0% discount for 0-day payment terms, and an economic price adjustment clause tied to the U.S. Bureau of Labor Statistics Producer Price Index. The contract value is not specified, but may exceed $50,000 annually, in which case additional vendor disclosures and certifications would be required.
