About this file

This document is an amendment to an Invitation for Bid (IFB) issued by the State of Illinois for JPMC Collection Cups for Random Drug Testing, Bid #B-19044. The IFB outlines questions and answers related to the procurement, including details on the Business Enterprise Program (BEP) goal, product manufacturing requirements, invoicing and payment terms, and reporting requirements. The contract resulting from this IFB may be partially or fully federally funded. The contract term is not specified, but the IFB indicates the contract will be a Blanket Purchase Order to be fulfilled as needed over the duration of the agreement.

Regarding pricing and set-asides, the IFB states that vendors can self-fulfill the BEP goal if they are certified BEP vendors with the State of Illinois in the relevant NIGP codes at the time of bid submission. Vendors who self-fulfill the BEP goal must complete the Utilization Plan Part I as part of their bid submission. The IFB also clarifies that the manufacturer of the test cups does not need to be listed as a subcontractor, and the State will accept products manufactured outside of Illinois.

Amendment 1 B-19044 JPMC Collection Cups Random Drug Testing

Question 1:I plan to self-fulfill the BEP goal, if allowable. Can my company be considered the primary vendor and self-fulfill the BEP goal if I do not manufacture the test cups?
Answer:A bidder can self-fulfill if they are certified as a BEP vendor with the State of Illinois in at least one of the NIGP codes listed in the solicitation, at the time of bid submission. See Section A.23 of the IFB document attached to the solicitation in BidBuy for additional information for registration. Bidders who self-fulfill the BEP goal will need to complete Utilization Plan Part I as part of their submission.
Question 2:If I am the primary vendor, does the manufacturer of the test cups (who I will buy the cups from) need to be listed as a subcontractor (or other entity) on the bid? Do I need their Financial Disclosures, Conflicts of Interest, in order to be considered a responsive bidder?
Answer:No, the State will be purchasing from you as the vendor. It is your responsibility as the vendor to ensure that all terms and conditions necessary for the State will be met.
Question 3:Will the City of Chicago accept product manufactured outside of Illinois?
Answer:The State accepts products manufactured outside of Illinois.
Question 4:Since this IFB has a BEP goal, do vendors need to complete both the “Utilization Plan Version~6-1” and the “Uniform Letter Of Intent BEP and VSB”?
Answer:The Utilization Plan contains the Utilization Plan Part II: Participation Agreement (Letter of Intent) that is to be completed if an agreement is reached with a certified BEP/VSBP subcontractor in at least one of the NIGP Codes identified for this solicitation. If no agreement is reached, then the Good Faith Effort Log must be completed and submitted as outlined in the document.
Question 5:If self-fulfilling the BEP goal are these forms needed? If so, are there instructions on how to complete the form if self-fulfilling the goal?
Answer:Vendors who self-fulfill must complete and submit the Utilization Plan Part I: Commitment and Signature with their bid. The page is self-explanatory.
Question 6:The document “IFB JPMC Collection Cups for Drug Testing B-19044 updated 121620” notes that the awarded vendor “shall invoice at the completion of the contract unless invoicing is tied in the contract to milestones, deliverables, or other invoicing requirements agreed to in the contract” (A.20, page 13 of instructions). In the case of this IFB, is invoicing tied to deliverables (such as each time product is requested, or each time product is shipped)?
Answer:This contract can be billed as product is shipped on individual orders.
Question 7:Regarding FORMS B, the BidBuy Reference Number/IPB Reference Number that I have for this IFB is 21-416CMS-BOSS4-B-19044. FORMS B asks for the Procurement/Contract Number in addition to the BidBuy/IPB Reference Number. Is the Procurement/Contract Number a different number from the BidBuy/IPB Reference Number and if so, where can I find this number?
Answer:The Procurement/Contract Number would be left blank.
Question 8:In the BidBuy system, in the create quote portal, under the “general” tab: what should vendors list as "promised date" and “delivery days” since this is a Blanket PO that will be fulfilled as needed for the duration of the contract?
Answer:“Promised Date” is not necessary to fill out. “Delivery Days” is the estimated days to ship After Receipt of Order (ARO).
Question 9:Regarding the document: “IFB JPMC Collection Cups for Drug Testing B-19044 updated 121620”: It notes that the “resulting contract may be partially or totally funded with Federal funds” (A.14, page 11 of the instructions). Are there additional requirements for the vendor if the awarded contract is federally funded?
Answer:No
Question 10:Under the section B.20. Preferences of this document, specifically regarding “Business Enterprise for Minorities, Women, and Persons with Disabilities Act”, what information does the state need for “Items that Qualify and Explanation”? Would the percentage of ownership of the business by Minorities, Women, and Persons with Disabilities qualify?
Answer:If this was a solicitation about fuel economy for vehicles, then you mark Gas Mileage. Then you should list what vehicles the company provides that meets the requirement of fuel economy under Title V of the Motor Vehicle Info Act. If you mark Soybean Based Ink, then the bidder would list what products such as envelopes, AFSCME books, etc. that they use the soybean ink on.
