About this opportunity

Johnson County, Kansas is requesting sealed bids for renewal of the Air Handler Unit, chillers, boiler, and pumps at the Johnson County Administration Building, with bids due July 10, 2026 at 2:00 p.m. CT and mandatory pre-bid conference and site visit on June 25, 2026 at 2:00 p.m. CT at 111 S. Cherry Street, Olathe, Kansas. Attendance at the pre-bid conference is required for general and prime contractors to be eligible to submit bids.

Preference policies apply in the following order: local preference for businesses with physical offices in Johnson County; apprenticeship programs registered with the U.S. Department of Labor; and individuals with disabilities or disabled veterans per K.S.A. 75-3740, with supporting documentation required.

The scope encompasses full renewal of HVAC equipment, including all materials, labor, equipment, and supervision necessary to complete the work. The bid package includes a base bid line on a lump-sum basis and an alternate line item for the additive cost to replace entire AHU units (1–4) instead of the fan array renewal and coil cleaning scope. A $150,000 contingency allowance for unforeseen conditions is included in all bid submittals.

Bidders must submit a bid bond issued by a Kansas-licensed surety company in the amount of 5% of the total bid amount, payable to the Public Building Commission of Johnson County, Kansas. If awarded, the contractor must provide performance and statutory payment bonds at 100% of project cost, certificates of insurance with specified amounts, and CORE4 Tax Clearance documentation if the contract exceeds $150,000.

Technical questions and clarification requests are due July 2, 2026 at 5:00 p.m. CT via IonWave. Bids must be submitted electronically via IonWave, with public bid opening and reading conducted via Zoom. No bid may be withdrawn within sixty days from the bid opening date. Contact Megan Wasek at the FMA-Purchasing office for additional information.
