About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) has issued an Invitation to Bid (ITB No.: S63500-00003680) for the John Day Ponds Dredging Project, spanning jurisdictions in Gilliam County and Jacksonville City. The procurement involves dredging two ponds originally constructed by ODFW approximately 30 years ago, which have significantly decreased in depth from an original 8-10 feet to around 3 feet due to muck accumulation. The project requires contractors to fence off work areas, remove accumulated sediment, pump muck into dewatering bags, and restore the ponds to their original condition. The two specific ponds targeted are the 7th Street Pond and Holiday Pond, both located in the John Day, Oregon area. Bidder qualifications include being in business for a minimum of 5 years and providing 3 references for similar projects completed within the last 5 years. The bid submission deadline is July 19, 2022, at 2:00 PM PT, with an anticipated contract execution date of July 22, 2022, and a mandatory project completion date of November 30, 2022. ODFW will award the contract to the lowest responsible bidder whose bid substantially complies with the requirements.
The ITB does not specify any set-aside designations for disadvantaged enterprises or restrictions on organizational types that can respond. Based on the Notice of Intent to Award document, FDS Marine International, LLC of Fairview, OR, was identified as the lowest responsive and responsible bidder for this project. While specific budget ranges are not explicitly detailed in the documents, the project involves dredging two ponds with volumes of 9.0 acre-feet (7th Street Pond) and 11.1 acre-feet (Holiday Pond), suggesting a substantial infrastructure restoration effort. The documents indicate that the dredging will restore water depths to their original configurations, with the 7th Street Pond returning to a mean depth of 11.7 feet and the Holiday Pond being restored to its original condition. No specific integration requirements with existing infrastructure are mentioned beyond the standard restoration of the pond areas after dredging is complete.
