About this opportunity

The Oregon Department of Transportation is requesting bids for janitorial services at the John Day DMV facility in Gilliam County under ITB S-73000-00017020, with bids due June 9, 2026. Oregon applies a five percent preference for Oregon-fabricated or Oregon-processed goods and services, plus an additional five percent preference for qualifying resident bidders or bidders headquartered in Oregon; a reciprocal preference applies to out-of-state bidders based on preferences in their home states.

The contractor must provide recurring janitorial services Wednesday and Friday each week (excluding state holidays) between 6:00 p.m. and 6:00 a.m. at the 1,740-square-foot facility located at 193 N Canyon Blvd., John Day, OR 97845. Daily tasks include restroom cleaning and disinfection, carpet vacuuming, floor sweeping and mopping, trash removal, and surface cleaning. Weekly, monthly, and periodic services (scheduled quarterly and semi-annually) encompass wet mopping, carpet maintenance, descaling fixtures, carpet cleaning, floor scrubbing and waxing, air grill cleaning, light fixture cleaning, and annual window cleaning in April. All cleaning products must comply with Green Seal and UL environmental standards. The contractor must provide all staffing, equipment, and supplies except toilet tissue, hand soap, plastic liners, paper towels, toilet seat covers, room deodorants, and ice removal chemicals, which ODOT supplies. Emergency services within one hour of notification are billed separately. An initial cleanup inspection will occur jointly with ODOT, with all pre-commencement work completed within 30 calendar days.

Bidders must demonstrate a minimum of three years' experience providing similar services and submit three references for contracts completed within the last three years. The contract term is four years from execution, with optional extensions of up to four additional years for a maximum eight-year term. ODOT may adjust quantities or delete items as needed. Compensation is fixed-price monthly for recurring services, with periodic and emergency services billed separately. The contractor must maintain Commercial General Liability insurance of at least $1 million per occurrence and $2 million annual aggregate, plus Workers' Compensation Insurance with Employer's Liability limits of not less than $500,000 per accident. Optional pre-bid walkthroughs are available by request through June 3, 2026 between 12:30 p.m. and 1:00 p.m. All bids must be submitted electronically through OregonBuys and remain firm for 90 days. ODOT anticipates posting a Notice of Intent to Award within five business days after the bid opening date.
