The procurement seeks qualified contractors to provide comprehensive construction management and infrastructure services, including but not limited to roadway repair, rehabilitation, and construction. Specific services encompass PCCP paving, asphalt paving, box culverts, ADA ramps, road reconditioning, utility work, drainage structures, roadway excavation, guardrail installation, striping, and traffic control. The proposal is due on August 2, 2024, at 2:00 p.m. local time, with a potential contract duration of up to ten years, including nine possible renewal years. Pricing will be determined using R.S. Means cost reference with adjustment factors proposed by contractors for different project categories, including small projects under $60,000, large projects over $60,000, and federally-funded projects.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The City reserves the right to award multiple contracts and will issue purchase orders on an as-needed basis, with no guaranteed minimum work volume. Contractors will be evaluated based on their ability to meet the City's work schedule, availability of trades, and expertise relative to each project. While no specific budget range is provided, the procurement allows for flexibility in project sizing, with individual purchase orders issued for specific work assignments. Contractors must be prepared to provide all necessary labor, materials, equipment, and insurance, with the ability to respond rapidly to emergency work requirements. The City will determine project appropriateness and request cost proposals and project schedules from selected contractors, with the ultimate decision to proceed based on the City's assessment of the proposal's acceptability and alignment with project needs.
