Contractors must provide separate adjustment factors for normal and other-than-normal working hours, with the latter being equal to or greater than normal working hours rates. The City reserves the right to award multiple contracts and will issue purchase orders on an as-needed basis, with no guaranteed minimum work volume. Contractors must be prepared to provide all necessary labor, materials, equipment, insurance, and design services using New Mexico-registered professional engineers. The solicitation emphasizes the need for contractors to demonstrate experience in job order contracting, ability to manage multiple simultaneous projects, and capability to respond rapidly to emergency work requirements.

I. BACKGROUND

Originally developed to support the project needs of military bases, Job Order Contracting (JOC) has now become more widely accepted and utilized throughout the public sector. JOC is an innovative contracting technique created for facilities maintenance and construction related services to assist with obtaining greater contractor performance in relation to smaller projects on a cost effective and timely basis. The JOC Program utilizes an "on-call" general construction contractor on an as-needed basis for an Indefinite Quantity Contract to perform minor/major construction, repair, rehabilitation or alteration of facilities and infrastructure.

The objectives for the JOC customer typically are to obtain a cost effective delivery of high quality projects in a rapid and reliable manner. For the Contractor, the objectives of a job order contract are typically to maintain a long term business relationship with the City and achieve a fair profit. As a facility need is identified, either by work or caused by an emergency, the City assigns said project to the JOC contractor, who will in turn investigate, plan, provide an estimate and schedule work to be accomplished once authorization has been granted to proceed.

The selected Proposer/Contractor must have continuous experience in job order contracting for minor/major construction, repair, rehabilitation, or alteration of facilities, comparable in size, type, scope, and complexity to the City of Clovis’s Job Order Contracting Program described in the Scope of Work, for a minimum of three years. The term “job order contracting” or “job order contract” includes contracts where the work is of a recurring nature but the delivery times are indefinite and indefinite quantities and orders are awarded substantially on the basis of pre-described and pre-priced tasks. They also involve the simultaneous accomplishment of multiple projects and require the use of multiple subcontracts.

II. PURPOSE

The City of Clovis invites the submittal of Proposals from Contractors interested in providing Job Order Contract (JOC) construction services for the construction, repair, rehabilitation or alteration of various Citywide Facilities and infrastructure for work of a recurring nature where the delivery times and quantities are indefinite, and Purchase Orders are issued on the basis of pre-described and pre-priced tasks.

III. OBJECTIVE

The City of Clovis objective is to retain highly qualified Contractor or Contractors with experience in JOC work in occupied facilities to provide the services described herein. Those firms that participate in this RFP process will be referred to as “Proposer.” The successful “Proposer” will be referred to, in the RFP, as the “Contractor”. Awarded “Contractors'' must be willing to extend the term and conditions of this proposal to other Public Entities at the request of the City of Clovis.

Although the City anticipates that awarded contractors will be issued work, the Contractor is neither guaranteed a minimum amount of work nor any jobs at all.
