About this opportunity

Stockton Port District is requesting bids for an indefinite-quantity Job Order Contract for civil site work at multiple locations within the District's jurisdiction, with sealed bids due November 19, 2026 at 3:00 p.m., and mandatory pre-bid conference on October 20, 2026 at 10:00 a.m. at Port Administration Building (315 Fyffe Avenue, Stockton, California).

Bidders must hold a California Class "A" General Engineering Contractor License; joint ventures require a joint venture license prior to award. All personnel must obtain a Transportation Worker Identification Credential (TWIC) from the Transportation Security Administration at individual expense. Prevailing wage laws apply to all work performed. A bid security of $10,000 is required in the form of a cashier's check, certified check, or surety bond.

The scope encompasses small to medium-sized repair and rehabilitation projects, replacement-in-kind work, and minor new construction. The contract includes a Construction Task Catalog with pre-priced tasks and preset unit prices based on local labor, material, and equipment costs. Bidders must submit adjustment factors for three categories — Normal Working Hours, Other Than Normal Working Hours, and Non-Prepriced Tasks — which will be applied to unit prices in the catalog. All unit prices represent direct cost of construction.

The base contract term is three years with two optional one-year renewal terms requiring mutual agreement. Upon award, the successful bidder must execute the Agreement, Construction Performance Bond, Construction Labor and Material Payment Bond, and Guaranty, and provide proof of required insurance within 14 days. Standard insurance includes Commercial General Liability with minimum limits of $2,000,000 per occurrence, Automobile Liability of $1,000,000, and Workers' Compensation per California statutory requirements.

Contractor questions must be submitted by November 5, 2026, with final response addenda issued by November 10, 2026. The Notice of Intent to Award is scheduled for November 23, 2026, with Commission Meeting on December 7, 2026, and Notice of Award on December 8, 2026. The contract will be awarded to the lowest responsive and responsible bidder within 90 days after bid opening.
