About this opportunity
The State of Utah Division of Wildlife Resources, through the State of Utah Division of Purchasing, is requesting bids on custom grow and contract propagation of 10,000 native shrub seedlings in PL 50 plugs with Vexar mesh under IFB JH27-124, with bids due October 22, 2026.
The scope requires growing seedlings from seeds provided by the Division of Wildlife Resources, beginning March 15, 2027, and ready for pickup between October 15 and November 30, 2027, with the option to postpone until April 1, 2028, depending on soil conditions. Seedlings must reach a minimum height of 6 inches above soil surface with fully developed root systems; Vexar mesh tube protectors must extend 8 inches above the soil surface. Species include Wyoming Big Sagebrush, Mountain Big Sagebrush, and Antelope Bitterbrush distributed across three Wildlife Management Areas: Millville-Providence WMA (Cache County, 4,000 seedlings), Middle Fork WMA (Weber County, 4,000 seedlings), and Richmond WMA (Cache County, 2,000 seedlings). The vendor must accommodate multiple pickup dates for the three separate locations.
Pricing is on a per-seedling basis, and vendors must guarantee pricing for the entire contract duration through April 1, 2028. If the nursery location exceeds 120 miles from the UDWR office at 515 E. 5300 S., South Ogden, UT 84405, shipping and delivery costs per seedling must be included in the bid. A single contract award will go to the lowest cost responsive and responsible vendor. Partial payment of up to 50 percent of contract value may be requested after October 15, 2027, if the UDWR delays pickup beyond November 2027, contingent on a UDWR biologist's inspection confirming plant readiness; the remainder is due upon plant pickup.
The vendor must carry commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, and certify compliance with Utah Code provisions including restrictions on economic boycotts and boycotts of the State of Israel, and restrictions on forced labor and engagement with restricted foreign entities. A site visit is not mandatory but is strongly recommended.
