About this file
This Scope of Work document is issued by the State of Utah Department of Natural Resources, Division of Wildlife Resources (UDWR) for Bid #JH27-124 regarding the NRO Big Game Winter Range Enhancement project. The UDWR seeks to procure 10,000 PL 50 shrub seedlings across three Wildlife Management Areas in Utah: Millville-Providence WMA (Cache County) requiring 4,000 seedlings, Middle Fork WMA (Weber County) requiring 4,000 seedlings, and Richmond WMA (Cache County) requiring 2,000 seedlings. The requested species include Wyoming Big Sagebrush, Mountain Big Sagebrush, and Antelope Bitterbrush in specified quantities. Seeds will be provided by the UDWR, and seedlings must be started no later than March 15, 2027, reaching a minimum height of 6 inches above soil surface with fully developed root systems by the pickup deadline. All plants must be wrapped in Vexar mesh tube protectors extending 8 inches above the soil surface. Pickup is scheduled to occur between October 15, 2027, and November 30, 2027, with flexibility for postponement to April 1, 2028, depending on soil moisture conditions. The vendor must allow for multiple pickup dates accommodating the three separate project locations.
Contracts will be awarded to the lowest responsive and responsible vendor offering the best price per seedling while meeting all specifications and delivery requirements. If the nursery location is more than 120 miles from the UDWR office at 515 E. 5300 S., South Ogden, UT 84405, the vendor must include shipping and delivery costs per seedling in their bid. Partial payment of up to 50 percent of the total contract value may be requested after October 15, 2027, if the UDWR delays pickup past November 2027, contingent upon a UDWR biologist's inspection confirming plant readiness. The remainder of the contract payment will be issued upon plant pickup. If no delay is requested, full payment will be issued once all plants are collected. The vendor must guarantee pricing for the entire contract duration from March 15, 2027, through April 1, 2028.

ATTACHMENT B SCOPE OF WORK
BID#JH27-124
STATE OF UTAH DEPARTMENT OF NATURAL RESOURCES
DIVISION OF WILDLIFE RESOURCES
Project Name: NRO Big Game Winter Range Enhancement FY27
Requested Items: We are seeking to purchase 10,000 PL 50 shrub seedlings. Species that we are seeking and the amounts are:
Millville-Providence WMA, Cache County, Utah:
● 1,000 Wyoming Big Sagebrush (Artemisia tridentata wyomingensis)
● 2,000 Mountain Big Sagebrush (Artemisia tridentata vaseyana)
● 1,000 Antelope Bitterbrush (Purshia tridentata)
Total Plants: 4,000
Middle Fork WMA, Weber County, Utah:
● 1000 Wyoming Big Sagebrush (Artemisia tridentata wyomingensis)
● 2,000 Mountain Big Sagebrush (Artemisia tridentata vaseyana)
Total Plants: 4,000
Richmond WMA, Cache County, Utah:
● 1,000 Mountain Big Sagebrush (Artemisia tridentata vaseyana)
Total Plants: 2,000
Grand Total: 10,000
The DWR will provide seeds for the seedlings.
Specifications:
Provide seedlings with roots that fill the bottom of PL 50 plugs and hold the soil together so that the root wad will not fall apart when removed from the tray, which is approximately 1.94” wide and 4.5’ deep. Seeds must have been started for growing no later than March 15, 2027, so that they are at least 7 months old by October 15, 2027. They must be grown so that the plant is 6” tall above the soil surface by delivery. All the plants must be wrapped in Vexar mesh tube protectors so that it covers the root wad and extends 8” above the soil surface to protect the plant. If plants do not meet these specifications by the time of delivery, the UDWR will not accept them.
Pickup Dates:
All seedlings must be ready for pickup by October 15, 2027. The nursery will need to be flexible with pickup, which may vary depending on weather conditions. Not all plants may be picked up at the same time. The nursery must allow UDWR to pick the seedlings up in batches by project locations. (there are three (3) different project locations as noted above.) This may require 2-3 different pickup dates. Ideally, all plants will be picked up by October 15, 2027, through November 30, 2027. However, the UDWR may request that pickup be postponed up to April 1, 2028, if soil moisture conditions are not adequate for plant survival before that date. Pickup will be requested no later than April 1, 2028, at the latest. A partial payment of up to half the total contract may be requested after October 15, 2027, if the UDWR requests a delay on pickup past November 2027. A UDWR biologist will inspect that plants are ready before issuing that payment. The remainder of the contract will be paid once the plants are picked up.
Delivery Batches:
Seedlings may not all be picked up at once. They will likely need to be picked up by project location. One project location will be picked up at a time unless specified otherwise.
Bidding:
Contracts will be awarded to the lowest price per seedling that can also meet specifications by the specified pickup dates. (If where the seedlings are grown is more than 120 miles away from UDWR Office at 515 E. 5300 S., South Ogden, UT 84405; the vendor must include shipping/delivery per seedling.)
Payment:
A partial payment up to half the total contract may be requested after October 15, 2027, if the UDWR requests a delay on pickup past November 2027. If a delay is requested, a UDWR biologist will inspect that plants are in fact ready before issuing that payment. The remainder of the contract will be paid once the plants are picked up. If a delay is not requested, full payment will be issued once all the plants are picked up.
