About this opportunity

The State of Utah Division of Forestry, Fire and State Lands is requesting bids on removal and reconstruction of up to 19,056 linear feet (3.6 miles) of 4-strand barbed wire fence across two sections under IFB JH27-109, with bids due September 24, 2026. No mandatory site visit is required, though bidders are strongly encouraged to inspect the site independently; failure to inspect does not constitute grounds for a claim after award.

The scope comprises two fence sections: 9,029 feet on the boundary between Middle Canyon and Three Creeks pastures, and 10,027 linear feet on the boundary between Three Creeks and Tebbs Hollow pastures. Approximately 2 miles of reconstructed fence will incorporate sage grouse reflectors. Bids must be submitted on a per-linear-foot basis for both removal and construction services, with all pricing inclusive of mobilization and operation costs. No fuel surcharges or price adjustments are negotiable, and the vendor must guarantee pricing for the entire project duration.

The section between Three Creeks and Tebbs Hollow must be completed by February 15, 2027, with the entire contract due April 1, 2027. The State anticipates a single contract award to the lowest cost responsive and responsible vendor based on sealed bid procedures. Bidders must provide five professional references with complete information including company name, contact person, phone number, email address, project name, project type and size, contract amount, date completed, and relevant comments. All responses must be submitted through the U3P online platform. Contractors must maintain commercial general liability insurance with minimum $1,000,000 per occurrence / $3,000,000 aggregate and commercial automobile liability with $1,000,000 minimum. The State Entity retains the right to terminate due to nonappropriation of funds or changes in law with 30 days' written notice.
