About this file
This is a Scope of Work document for the State of Utah Division of Forestry, Fire and State Lands, issued through the State of Utah Division of Purchasing, for the Three Creeks Allotment Habitat Improvement and Fuels Reduction Fence Construction Project (JH27-109). The project encompasses the removal and reconstruction of up to 19,056 linear feet (3.6 miles) of 4-strand barbed wire fence across two sections: 9,029 feet on the boundary between Middle Canyon and Three Creeks pastures, and 10,027 linear feet on the boundary between Three Creeks and Tebbs Hollow Pasture. Approximately 2 miles of the reconstructed fence will include sage grouse reflectors. This Invitation for Bid (IFB) is anticipated to result in a single contract award to the lowest cost responsive and responsible vendor. No mandatory site visit is required prior to bidding; however, potential bidders are strongly encouraged to inspect the site to familiarize themselves with general and local conditions that may affect performance costs. The Section of fenceline between Three Creeks and Tebbs Hollow pastures must be completed by February 15, 2027, with the entire contract completion deadline of April 1, 2027.
Bids must be submitted on a per-linear-foot basis for both removal and construction services, with per-foot and total bid prices including all mobilization and operation costs. No fuel surcharges or price adjustments will be negotiated. The vendor must guarantee its pricing for the duration of the project through completion.

• Three Creeks / Tebbs Hollow boundary: 10,027 linear feet
Approximately 2 miles of the fence will be constructed with sage grouse reflectors.
Bids should be submitted on a per/foot lineal basis for removal and construction basis. Per foot and total bid prices will include all mobilization and operation costs. There will be no fuel surcharges or adjustments negotiated. There will be no government-provided materials for this project.
The contract will be awarded based on bid price and prior performance references provided by the bidder, evaluated and awarded at the sole discretion of the government. Total feet awarded will be dependent on availability of funds.
See the attached map for project layout and fence lines. This task order includes the Contractor to furnish labor, equipment, supervision, transportation, operating supplies, and incidentals.
SECTION I – CONTRACT REQUIREMENTS
Fencing Site Specifics
• Location and Description: Work under this Contract is located within the Three Creeks subwatershed south of SR 20 and
9.5 air miles northwest of Panguitch, UT in Iron County, Utah. The legal locations of the areas of fence to be reconstructed are Township 33 South, Range 6 West, Sections 3, 9, 10, 13, 14, 16 Salt Lake City Baseline Meridian. Elevations range from 6,800 feet to 8,200 feet within the project area.
• Access to the Site: Access is possible by a combination of paved highways, county, Forest Service dirt surface roads, and overland hiking. Vehicle travel is limited to designated routes; off road/trail vehicle travel is prohibited. The contractor can request authorization to use and refuel tracked machinery off of authorized routes from the Cedar City District Ranger.
Specific Tasks Work Limits: This is a “four strand wire fence” construction contract. This project specifically entails the construction of approximately 19,056 feet (3.6 miles) of 4-strand barbed wire fence. The constructed fence will need to have necessary support posts and bracing and will involve installation of 1 Powder River gate and 6 wire gates. Gate locations are identified on the map and can be discussed at the pre-work conference.
• Three Creeks / Tebbs Hollow Boundary: Fairly accessible; it may be advantageous for contractors to utilize mobile fencing equipment such as tracked machines with post drivers or augers capable of negotiating the terrain. The site consists of some shrub/grass flats, with some pinyon/juniper hills and some drainage crossings.
• Three Creeks / Middle Canyon Boundary: Less accessible for mobile fencing equipment.
Fence location, boundaries, site maps, and access points will be reviewed at a pre-work conference.
Removal Specifications
• The contractor will be required to remove all old wire, posts, stays, braces, and items associated with existing fence.
• Dispose of metal/concrete fence posts by recycling at an approved recycling facility or reuse, where appropriate. Posts appropriate for reuse would be t-posts that are straight, plumb, and securely in the ground.
• Dispose of organic materials such as wooden fence posts and woody vegetation by removal to an approved landfill or recycling center.
• The contractor can request authorization to use and refuel tracked machinery off of authorized routes.
