About this opportunity

The State of Utah Division of Wildlife Resources is seeking bids on aerial herbicide application services for the Lost Creek-Sanpitch Rejuvenation project across 2,622 acres in Sanpete and Sevier Counties under IFB JH27-105, with bids due September 15, 2026 and work completion required by October 5, 2026. No set-asides or preference programs apply.

The scope spans two units: Unit 1 (1,623 acres in Sevier County south and east of Anabella) and Unit 2 (999 acres in Sanpete County north and east of Fayette), with elevations ranging from 5,500 to 7,500 feet. The contractor must apply Rejuvra Herbicide at 5 fluid ounces per acre with minimum 5 gallons of water per acre; the contractor furnishes all equipment, the herbicide, labor, mobilization, and operating costs with no fuel surcharges permitted. Work must begin by 7:00 a.m. to minimize drift, with operations suspended if wind speeds exceed 10 miles per hour. Prior aerial herbicide application experience is mandatory, and negative references are grounds for bid denial. The contractor must use GPS-equipped aircraft (helicopter or drone) capable of precise low-level application and provide shapefile or KMZ files showing flight lines upon completion. Site inspection is strongly recommended but not mandatory; failure to inspect does not constitute grounds for claims after award.

Pricing is submitted on a per-acre basis extending the unit cost across 2,622 acres, with payment made in one lump sum following final inspection. The contractor must guarantee pricing for the entire project; price adjustments require thirty days' notice and market analysis documentation, subject to Director approval. Minor change orders up to 10 percent of original acreage are implemented at the original bid price.

The State of Utah Division of Purchasing is the contracting office. The contractor must maintain commercial general liability insurance of at least one million dollars per occurrence and three million dollars aggregate, and workers' compensation insurance. All responses must be submitted electronically through the U3P platform, where vendors must also monitor for addenda and answered questions.
