About this opportunity

The State of Utah Division of Purchasing, in conjunction with the Division of Wildlife Resources, is issuing Invitation for Bid (IFB) JH26-42 for the construction of approximately 16,900 linear feet (3.2 miles) of wildlife-friendly fencing and installation of eleven steel gates in Carbon County, located east of Panguitch Lake, approximately 8 miles southwest of Panguitch, Utah. The fencing shall consist of three strands of barbed wire with lodgepole rail tops constructed to specifications detailed in Attachment B, and the contractor must procure and install five 8-foot gates, one 12-foot gate, and five 10-foot gates at designated locations shown on provided maps and shapefiles. The contractor must supply all materials, labor, equipment, and tools, with all materials becoming the property of the Utah Division of Wildlife Resources upon completion; the work encompasses meadow, brush flats, rocky slope, and stream crossings at elevations ranging from 6,900 to 7,080 feet, requiring access via county roads and four-wheel-drive jeep trails. The project performance period runs from April 15, 2026, through June 1, 2026 (approximately six weeks), and bidders are strongly urged, though not required, to conduct a mandatory site inspection to familiarize themselves with local conditions that may affect contract costs; failure to inspect shall not constitute grounds for post-award claims. The bid due date is March 12, 2026, and contract award will be made to the lowest cost responsive and responsible vendor on a per-foot price basis that includes all labor, equipment, materials, mobilization, and operating costs with no fuel surcharges or adjustments permitted. The contractor must guarantee pricing through project completion, maintain an English-literate supervisor on-site during operating hours, comply with all environmental and archaeological protections, and correct any deficiencies identified during inspection; payment will be made as a lump-sum final payment following final inspection, with partial payments considered only at the state's discretion with prior written approval.

No specific set-asides for disadvantaged enterprises, minority-owned businesses, or other restricted vendor categories are identified in the procurement documents. The solicitation establishes mandatory vendor prerequisites including certification of agreement with all document provisions, prohibition of direct communication with procurement personnel except the designated procurement officer, submission of product samples at no charge if required, completion of all questions through the U3P portal during the designated Q&A period, and strict adherence to all standard terms and conditions without modification or exception. The contractor must comply with state and federal requirements including anti-boycott certifications, forced labor prohibitions, and technology security standards; any bid containing exceptions or additions to standard terms and conditions will be rejected and disqualified. Insurance requirements include workers' compensation insurance, commercial general liability insurance of not less than one million dollars per occurrence and three million dollars aggregate, and commercial automobile liability insurance of one million dollars per occurrence, with the contractor responsible for registering and participating in the E-Verify Status Verification System for any Utah-based employees. No incumbent contractor information, technology integration requirements, or specific budget allocation is disclosed in the available documentation, and the contract represents a fixed-price project with vendor pricing guaranteed through completion and subject to adjustment only if submitted at least thirty days prior to the effective date with supporting market analysis documentation.
