About this opportunity

The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources, is seeking an Invitation for Bid (IFB) for a new aluminum work boat to be used for fisheries assessment surveys on Flaming Gorge Reservoir. The procurement seeks a 24-foot boat with specific technical requirements, including a hull configuration suitable for personnel transport, gill netting, hydroacoustic surveys, trammel netting, and fyke netting. The boat must meet precise specifications such as an 8.5-foot beam, ability to fit in an 11'6" tall garage, and include specialized features like a hydraulic front ramp, livewell, deck lighting, and advanced marine electronics. The procurement allows for either dual 200 HP outboards or a single 300 HP motor, with comprehensive requirements for boat and trailer design. The solicitation is structured to award to the lowest cost responsive and responsible vendor, with a mandatory delivery and invoice deadline of June 30, 2026. No mandatory site visit is required, and vendors must guarantee pricing for the entire project completion.

The procurement appears to have no specific set-aside designations or restrictions on vendor participation beyond standard state procurement requirements. Vendors must comply with Utah's anti-boycott provisions, restrictions on foreign entities, and technology procurement guidelines. The total allocated budget for this contract is $235,000, with the boat to be delivered to Dutch John, Utah. Vendors are required to communicate monthly about construction updates and must submit bids through the U3P platform. The state reserves the right to conduct background checks on vendors and their employees, and to require interviews or presentations if deemed necessary. Vendors must certify compliance with employment verification systems, non-discrimination policies, and various state and federal regulations. The contract emphasizes precise delivery specifications, performance standards, and strict accountability for the delivered equipment, with potential for termination if performance standards are not met.
