About this file
This document is a Scope of Work (SOW) for the Utah Division of Wildlife Resources (UDWR) detailing specifications for a new aluminum work boat for Flaming Gorge Reservoir. The project involves procuring a 24' boat with specific design requirements for fisheries assessment surveys, including personnel transport, gill netting, hydroacoustic surveys, trammel netting, and fyke netting. The contract must be fulfilled, with the boat delivered and invoiced by June 30, 2026. The SOW provides extensive detailed specifications for the boat, including hull materials, deck configuration, cabin design, electronics, trailer requirements, and motor options (preferring dual 200 HP outboards or a single 300 HP motor).
The project is funded with $235,000 allocated for the contract, with the boat to be delivered to Dutch John, Utah. The solicitation is structured as an Invitation for Bid (IFB) conducted by the State of Utah Division of Purchasing, with the expectation of awarding to the lowest cost responsive and responsible vendor. The boat must meet precise technical specifications, including specific dimensions (24' length, 8.5' beam), storage requirements (fitting in an 11'6" tall garage), and specialized features for scientific research such as a hydraulic front ramp, livewell, deck lighting, and advanced marine electronics. Vendor communication and monthly construction updates are required throughout the project timeline.

Attachment B Scope of Work Bid #JH26-19
Utah Division of Wildlife Resources Work Plan FY2026 Flaming Gorge Work Boat
Project summary:
This SOW forms the basis for a solicitation for a new aluminum work boat, suitable for fisheries assessment surveys on Flaming Gorge Reservoir. The deliverables for this contract will be the fulfillment of this SOW. The contract must be fulfilled, boat delivered, and invoice received & paid by June 30, 2026.
This boat will be used for: personnel transport, gill netting, hydroacoustic surveys, trammel netting, fyke netting.
Warranty:
Standard state of Utah terms and conditions will apply to this contract and include a 1-year full coverage warranty for any faulty equipment or craftsmanship. The UDWR will not be responsible for returning the boat to the manufacturer for warranty work to a location outside of the state of Utah.
Delivery:
UDWR staff anticipate being able to utilize the boat awarded by this contract at a water body close to the manufacturer for testing and evaluation. As part of this contract, a representative of the selected vendor will accompany UDWR staff during this 1-2 hour test drive to be arranged on the date of proposed pick-up. This date will be determined via communication with selected vendor and project leader no later than 1 month in advance. UDWR will take possession of the boat from the manufacturer once our staff are satisfied that the SOW has been fulfilled. The boat will then be delivered to its permanent location at Dutch John, Utah.
Size:
We have a garage space that will accept a boat on a trailer 11’ 6” tall max, 12.5’ wide, 30 ft long (from rear of motor to front tip of hitch). A clearance of 11’ 6” still provides an additional 2.5-3” of clearance. If the boat and trailer will not fit we would like to discuss it with the selected vendor to examine the necessary modifications that would allow the boat to fit.
Boat Specifications:
· 24’ length (not including motor) x 8.5’ (up for discussion if necessary) beam. “V” style bottom with final deadrise to be determined through discussions with bid-winning builder. The boat, electronics (radar), and trailer must be able to fit inside a 11’ 6” tall, 12.5’ wide door. The width of the trailer should not trigger USDOT oversized width restrictions (8’ 6” overall width). Overall length of boat, motor on trailer should not exceed 30’; this requirement can be discussed with UDWR staff after the bid process if the length requirement becomes problematic.
· Boat cabin size and deck proportions can have minor alterations after bid process pending communication with UDWR staff prior to committing to changes. Our proposal is that the boat shall have a 7.5’ long cabin with seating for 4 adults (including operator); forward deck will be at least 11’ long, with aft deck approximately 4-5’ long per prioritized instructions below.
· Minimum 70 gallon fuel tank with fuel level gauge on captain’s console. Fuel tank will need to be positioned within forward ⅓ of vessel. Digital “fuel used” and “fuel remaining” gauges requested.
· Boat materials:
· Hull and sides should be constructed of 3/16” minimum thickness aluminum
· Cabin and decking should be a minimum of 1/8” aluminum.
· Other materials such as welded polyethylene of comparable or higher strength to above specifications may be considered under this scope of work.
· Boat will be used in fresh water. Anti-fouling paint not required.
· Trim tabs
· Minimal angles/corners adjacent to bow area to prevent snags while pulling fishing nets.
· Anodes
· 3 – 30’ mooring lines as part of package
· 3 – bumpers and bumper lines for docking as part of package
· Rubber bumper stripping along both starboard and port sides of boat for easy docking
· DECKS
· Deck sealed and self-bailing.
· Deck sandblasted to reduce glare and lighter color (grey preferred - not black) anti-slip coating applied
· Top of gunwales need grip texture of same color
· Boat should be a “landing” craft style with a hinged folding front ramp a minimum of 5’ wide – if possible to get up to 6’ wide we would prefer this
· Front loading ramp needs to have electric/hydraulic operation and support a minimum of 1000 lbs working weight. Electric rams need to be secured with lock nuts and coated hardened steel bolts (prefer non corrosive steel) to the gunnel, and drilled and bolted with non-corrosive hardened steel bolts through the ramp (not just tapped). Rams will need to be a minimum 1000 lbs rated.
· Front ramp will need to have a up/down switch affixed to captain’s controls and adjacent to the ramp.
· Need LED lighting installed around the decking and affixed to the cabin to light front deck and rear deck for night work. Deck lighting will have independent switches for:
· Aft deck
· Starboard side forward deck
· Port side forward deck
· Driving lights/nighttime navigation
· As part of bid package, quote 2 exterior moveable, forward-facing spotlights for nighttime navigation. These can be on cabin or out of the way on deck - they are used for night navigation. We have a fear that cabin mounts could reflect too much light on the forward deck. Need these lights to run on independent toggle switches. We may remove one or both of these from design after discussion with vendor if driving lights will be enough to replace spotlights.
· If a single motor is picked: Rear of boat shall have a deck to access motor and a single engine motor guard. See attached picture for platform to be able to walk around the motor as needed (see Figure 1 below).
· If dual motors are picked as part of bid (see below - preferred) - some structure that is similar to above in allowing access to one side of the motor would be desired.
· Welded on, heavy duty cleats forward and aft, both starboard and port sides
· Removable side-facing bench seats/storage capacity on rear deck
· 60-gallon, permanently (bolted with rounded edges, not welded) affixed livewell, stationed on the forward deck immediately in front of cabin on starboard side. Livewell shall be able to be completely drained while on the water (can bail out on deck). Livewell needs to have switch to fill directly from lake, switch accessible to captains chair (will require a small pump to fill), and a second switch on exterior of cabin (where either would turn it on). Overflow preventer necessary. We would like a lid for the livewell to be able to use as dry storage (may require a separate plug to keep water out?). Lid shall have cushion for additional seating capacity. Power source the same as bilge and other driving electronics but this is up for discussion.
· Pull out or removable table on exterior of cabin for working up fish, proximal to the livewell. Minimum table size = 4’ long, 3’ wide
· 3 foot long section of 3” boat track mounted on an accessible (no railing) portion of the port gunwale, immediately forward of the cabin.
· Forward deck washing hose/accessory – draws lake water. Could be plumbed in and run off of the same switch and most of the same plumbing (with valve set up) as livewell. Must include extendable hose that reaches entire boat bow to stern, and include high pressure nozzle
· 12 v power outlet and trolling motor plug on bow
· Removable Garmin Kraken trolling motor/trolling motor mount on bow with Livescope capability, 110” shaft
· Trolling motor will need to have wireless remote with Spot-Lock feature
· Removable davit with manual winch, mounted mid-forward deck, starboard side. Size = 3” pipe; 500 lb rating; 80” high, 42” reach, 360 degree swivel; lockable every 90 degrees.
· Dive door located on starboard side, between davit and cabin for easy gear loading/unloading. We will discuss with selected vendor about a secondary alternative option to place removable davit on front of the boat and move dive door adjacent to new davit location.
· Removable boarding ladder that attaches to dive door location.
· Gaff/boat hook somewhere accessible on forward deck
· CABIN
· Cabin sandblasted/anti-slip coating applied
· Cabin needs to include affixed storage cabinet – we will work with designer on dimensions and cabinet placement
· Cabin shall be set so that there is 5’ of deck space behind cabin and 11’ of working deck space in front of cabin. Any additional space should be prioritized to the cabin. If compromise off of one feature is necessary, the rear deck can be smaller. Cabin expected to be 7.5’ long but can be shifted to 7 or 8’ upon discussion with UDWR staff if a standard size is necessary for manufacturing processes.
· 5 or 6” sealable (screw on cap) tube access ports to run temporary (while working on specific/different projects) cables through between cabin and forward and aft decks, preferably on the starboard side
· Cabin doors need to be lockable
· Cabin expected to be the full width of the boat with front and rear entry doors. Doors should have latch mechanisms that can keep them open during rough seas, but will always be closed for vehicle transport. Prefer doors to swing toward the nearest gunnel.
· In-cabin heater. Can be fueled by gasoline, diesel or propane (would be fine if it ran off gasoline from main tank; diesel will require separate fuel tank; propane heater would require a permanent fixture area adjacent to rear deck for propane tank mount.
· Front windshield defrosters
· Windshield wiper for front starboard windshield
· Captain’s and co-pilots chairs will be installed, with additional seating as storage compartments with cushioned bench seats –explore possibility of co-pilots chair on port side with rear bench if it fits with discussion between manufacturer and UDWR staff. Need seating for 4 personnel in cabin.
· Fixed captain’s and co-pilot chairs designed to be able to move a few inches forward and backward, as well as up and down (raise/lower) to accommodate different operator preferences
· Interior aft cabin pull out tables (x2, one on port, one starboard sides, with starboard side useable to rear seated individual) size preferred = 12.5” x 20.5” with some wiggle room upon request of vendor.
· Preferred design will include option for additional storage under deck within cabin.
· Cabin will include installed tempered glass windshield with front, rear, and side glass windows for 365 degrees view from helm. Side windows (port and starboard) adjacent/level to captain’s chair will need to be able to slide open. Slides will have stops installed to avoid windows clipping/busting off the opening hardware. No screen required.
· All windows on cabin will be required to have trim affixing windows both on the interior and exterior sides to hold it in.
· As part of package, we request bidder price option for light tinting on windows
· If we implemented an alternative design (side access to cabin) we will need some type of additional cabin ventilation to keep the cabin cool during summer months.
· Cabin access doors will have a minimum height of 5’ 9”. Prefer 6’ if possible.
· Cabin shall have a hand rail along both sides of the top of cabin and at least a 6” gunnel along the sides of the cabin to walk along.
· Cabin shall have hand rails mounted length-wise in the interior roof of the cabin for passengers to stand in the cabin in rough seas.
· Cabin will need bright interior LED lighting for night work/dome light with red light capability
· Inside of cabin shall be a minimum of 6.5’ high (prefer 6’ 9” if it will fit within our specifications), and the boat trailered with mounted radar (16” to 18” tall including fixed mounting bracket) shall fit within a 11’6” high garage door opening.
· Mounted radar and/or other affixed components mounted on cabin could be designed to swivel/tilt down to get within height requirements for garage door opening.
· Four cupholders – two in the forward dash area, two available adjacent to the passenger seating.
· Canvas exterior window coverings installed/removable with marine twist lock fasteners
· Permanently affixed small safety ladder for accessing top of cabin
· Design of cabin must have space to allow for 20” (L) x 20” (W) x 50” (H) temporary shelving unit, preferably starboard side adjacent to cable access tube
· Electronics and operation
· Radar installation to include radar system (new), radar bracket (new), radar screen (new) easily accessible to captain.
· Radar/GPS system will need to include comprehensive system of GPS, high resolution radar, radar overlay of topo/GPS map, sonar, autopiloting system. DWR staff open to discussion about different systems; we are familiar with the Garmin GPS map 7612 system and prefer something similar. It is expected that the selected system will be able to also run Garmin Livescope simultaneously.
· Auto pilot
· Autopilot course “tuner” to be able to adjust heading left or right on the fly (1 degree per button press) to implement both straight-line and “arced” destination routes
· LED running nav and anchor lights
· Primary internal cabin dome light w/ red light option
· Console for gauges and controls
· Console mounted steering wheel
· Hydraulic steering system
· Search light that does not get impeded by other parts of the boat (can be included as aforementioned spotlights)
· 2 X 12 volt accessory ports in the cabin
· USB-C and standard USB ports desired in cabin accessible to captain’s chair
· Dual 12 volt covered drive motor batteries with Perko switch in between batteries and appliances to be able to completely shut power off.
· Single 12 volt battery with Perko switch; battery will run to power inverter, with switch installed available to captains chair to charge this battery off of motor
· Dual 12 volt batteries for operating bow mount trolling motor with switch installed available to captains chair to charge these batteries off of primary motor. These will need a Perko switch to prevent accidental/slow discharge. We are fine if these batteries have a double-duty as the inverter supply if this saves expense.
· Installed battery maintainer for all 3 battery locations/set ups.
· We anticipate all batteries to be housed under deck
· Accessible bilge pump
· Horn
· White nav light and GPS antenna can stick up further than specifications if they can fold down for bay storage
· Bracket for transducer on the rear transom
· 2000W minimum (peak watts) power (pure sine wave) inverter with surge protection installed in cabin. We need a dual 110v outlet outside of where the compartment where the inverter is, and an additional dual 110v outlet inside the cabin in close proximity to the removable shelving unit mentioned above.
· Marine radio installed
· Maritime compass mounted on dash
Trailer Specifications
· Bumper pull, 2-5/16” hitch. Coupler could be built with swinging apparatus to meet length requirements to fit inside garage.
· Tandem axles and rated to hold the boat, motor, fuel plus 1200 pounds minimum.
· Electric trailer brakes
· Mounted spare tire
· Aluminum construction preferred to save on weight.
· LED trailer lights
· Bunks/side rail guides
· Oil bath hub for reducing maintenance costs and needs
· Installed winch for loading boat
· Built in step adjacent to boat winch for access into and out of boat
· Breakaway emergency brake
