About this opportunity
Utah's Division of Purchasing is announcing its intent to award a sole-source contract for veterinary drugs to Wedgewood Pharmacy without engaging in a standard competitive procurement process, with a notice-and-contest period closing June 24, 2026. The procurement is for the DNR Division of Wildlife Resources.
The contract covers custom-compounded wildlife immobilization pharmaceuticals in specific drug combinations and concentrations — including Xylazine 300 mg/mL, Ketamine 200 mg/mL, Thiafentanil, and Etorphine — that the conducting procurement unit asserts cannot be sourced from any other compounding pharmacy in the United States. The justification rests on Section A of Utah's sole-source exception authority: only one source exists for the procurement item. Market research supports that Wedgewood Pharmacy is the sole provider capable of filling the required prescriptions. The conducting procurement unit notes that modifying specifications to allow competition would compromise the accuracy of remote drug delivery due to the requirement for smaller drug volumes in the custom formulations.
The estimated contract value is $27,224 with no freight costs. Interested vendors may contest the sole-source designation by submitting documentation of competing sources or comparable procurement items that meet or exceed the specified requirements directly to the Division of Purchasing by the June 24 deadline. Vendors must not contact the conducting procurement unit. If no valid contests are received, the Division of Purchasing may execute the contract with Wedgewood Pharmacy without further procurement action.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
