Summary of 2-SOW Wedgewood.docx

This is a Scope of Work document for the Division of Purchasing in Utah regarding a non-competitive contract award for veterinary drugs (JF26-89 Wedgewood). The procurement involves the provision of veterinary pharmaceutical products and related services. The conducting procurement unit has justified the intent to award this contract without engaging in a standard competitive procurement process, citing circumstances that make competitive bidding impractical or contrary to the best interests of the procurement unit. The scope of work establishes the specific requirements, deliverables, performance standards, and operational parameters that the selected vendor must meet throughout the contract period.

The document indicates that transitional costs, sole-source availability, or other exceptional circumstances form the basis for the non-competitive award determination. As a Notice of Intent to Award without Competition, this procurement is subject to review and written approval by the Division of Purchasing in accordance with the Utah Procurement Code. The contract terms, pricing structure, and specific vendor obligations are detailed within the scope of work, which governs the delivery of veterinary drugs and associated services to the state of Utah. Additional documentation in the contract file would contain further details regarding pricing, incumbent status, and funding sources supporting this procurement.

ATTACHMENT B: SCOPE OF WORK

1. Introduction The Utah Division of Wildlife Resources (UDWR) is requesting the purchase of veterinary drugs from Wedgewood Pharmacy (formerly Zoopharm – Wildlife Pharmaceuticals). The drugs are for use during wildlife capture for the big game species.

This Scope of Work will be issued under no contract.

1.1 Background

The drug formulations of potent opioids (Thiafentanil 10 mg/mL, Etorphine 10 mg/mL) are needed to capture big game from a helicopter safely and effectively. These drugs cannot be purchased elsewhere in the US and we specifically need them in those combinations and concentrations. They allow us to use a smaller volume of drug, which is essential for accurate remote drug delivery to helicopter capture of big game species.

There are no other compounding pharmacies that produce wildlife pharmaceuticals in the US. There is a sister company in South Africa, but we would not be able to import the drugs from and it would be more expensive. We have on occasion bought other needed drugs from Mixlab Pharmacy. This company does not carry any of the potent opioids we need in the concentrations required.

1.2 Scope of Work

UDWR requires compounded drugs to safely capture elk, moose, and bison. Since this is the only pharmacy in the nation that has potent opioids (Thiafentanil, Etorphine), it will be a sole source purchase.

1.3 Requirements

To complete big game capture, we will need the correct drugs and Wedgewood Pharmacy is the only company that can sell these particular drugs.

2. Compliance The company will comply if they can ship us potent opioids to use for big game capture.

3. Project Deliverables The purchase will be successful if we can buy potent opioids from Wedgewood Pharmacy.

4. Project Timeline UDWR needs the potent opioids as soon as possible.

5. Project Budget There is funding for potent opioids.
