About this opportunity

Jefferson Patterson Park and Museum (JPPM) is soliciting bids under Invitation for Bid FM27-14 for five-year takedown, cleaning, storage, and setup of canvas on two frame tents, with a mandatory pre-bid meeting on November 10, 2026 at 10:00 a.m. at the JPPM Pavilion and bids due November 16, 2026. JPPM will give preference to Certified Small Business contractors, including Small Business Reserve and Small Business Preference designations, and to Veteran-Owned Small Business Enterprise firms. The IFB is issued for the Maryland Department of Planning's Maryland Historical Trust.

Work covers a 40' x 40' frame tent at the JPPM Pavilion and a 30' x 60' frame tent at Willow Oak Terrace at the Patterson House and Garden, both at JPPM, 10515 Mackall Road, Saint Leonard, Maryland. The contractor furnishes all labor, equipment, materials, and services across two annual visits, with canvas removal completed by December 10 and reinstallation between March 1 and March 10. Bidders need at least three years of relevant experience within the past five years and must submit references with equipment details. Required submissions include the completed IFB form, signed affidavits, a Certified Small Business certificate, current insurance certificates listing Maryland Historical Trust as certificate holder, and acknowledgment of any amendments. Bids missing these items or submitted late are rejected as non-responsive.

The contract runs from November 30, 2026 through June 30, 2031, in five annual periods. Pricing is submitted as eight line items covering removal, cleaning, storage, and installation of both tents for each contract year, plus an hourly rate for major repairs. Preventative maintenance invoices cannot exceed one-half the annual base bid amount. The contractor bears labor costs up to $500 for minor and major repairs; the State reimburses labor above $500 at contract rates, plus parts and freight. The State reserves the right to select individual line items. Bids remain valid for 120 days from the due date.

Selection is based on the most favorably evaluated bid price, considering system and site knowledge, responsiveness to project requirements, and overall value to JPPM. Prospective bidders are strongly urged to visit the site before bidding. Sam Boyd is the requestor at 443-845-4340 or sam.boyd@maryland.gov.
