About this opportunity
Manistee Area Public Schools is procuring comprehensive abatement, hazardous materials removal, demolition, and site restoration services for Jefferson Elementary School located at 515 Bryant Avenue in Manistee, Michigan through sealed competitive bidding. The procurement is divided into two separate work categories: Work Category 01A (Abatement and Hazardous Materials Removal) and Work Category 01B (Demolition and Site Restoration), with bidders required to bid entire work categories though they may submit proposals for multiple categories. The scope of work encompasses complete removal of asbestos-containing materials as identified in the February 3, 2023 NESHAP survey (updated April 17, 2026), including 9"x9" floor tiles containing chrysotile asbestos (approximately 16,840 square feet), magnetic insulation with 40% asbestos content (20 linear feet), exterior transite soffit containing 25% asbestos (550 square feet), door caulk with 5% asbestos, boiler flue liners, and suspected vermiculite insulation; complete demolition of the 1953-constructed building with a 1963 addition (approximately 35,000 square feet) including all foundations, slabs, and utilities; removal of playground equipment with associated footings and surface materials; demolition of outbuildings; removal of the existing sign and relocation of a memorial rock; and full site restoration including topsoil application and hydroseeding. Sealed bids are due by 5:00 PM on Friday, May 8, 2026, with public opening via Microsoft Teams. All proposals must remain valid for 60 days following the bid date, and site walkthroughs can be coordinated through Noah Schneider (noah.schneider@christmanco.com) or Doug Montey (dmontey@manistee.org) prior to bidding. Successful bidders must provide full-time on-site supervision, comply with stringent safety requirements including site-specific safety plans, submit detailed construction schedules and procurement status reports within five days of contract award, participate in weekly progress meetings, and maintain a preliminary completion deadline of November 15, 2025. Evaluation criteria include dollar value, contractor qualifications, ability to perform, and the best interest of the owner, with all bids accompanied by five percent bid security and successful bidders required to furnish 100 percent performance bonds and labor and material payment bonds.
The procurement contains no identified set-aside designations for disadvantaged enterprises, though bidders must certify they are not "Iran-linked" businesses and must submit sworn, notarized statements disclosing any familial relationships between the bidder's owner or employees and members of the school board or superintendent. Bidders must provide Evidence Modification Ratings (EMR) for the past three years and identify a bonding company, with bond premiums paid by the bidder. The proposal forms require submission of labor rates including taxes and benefits, overhead and profit percentages (15 percent for the contractor's own work and 5 percent for subcontractor work), unit prices where applicable, and identification of any long-lead materials that may impact the project schedule. No specific incumbent vendors or current contractors are identified in the available procurement documents. No award values or budget ranges are disclosed in the contract documentation, though bidders must submit comprehensive unit price lists for all potential materials anticipated to be encountered during abatement and demolition operations, with any items discovered during investigation not aligned with submitted unit prices subject to negotiation with the owner prior to removal.
