About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering & Contract Administration, on behalf of the Department for Facilities and Support Services, Division of Building Services, is requesting bids for comprehensive janitorial services at the Madisonville State Office Building (MSOB) located at 625 Hospital Drive, Madisonville, Kentucky. The procurement encompasses routine daily cleaning operations performed five days per week (Monday through Friday, excluding state holidays) between 7:30 AM and 5:00 PM, as well as periodic project work such as floor finishing and carpet cleaning scheduled after hours across approximately 39,820 cleanable square feet spanning four floors, 13 restrooms, 2 elevators, and 3 stairwells. The facility currently serves approximately 130 daily occupants at 94% occupancy. Vendors must demonstrate at least two years of janitorial services experience that includes management of at least one facility exceeding 45,000 square feet and must submit documentation of three comparable current contracts not more than five years old with verifiable contact information and facility details. The evaluation will utilize a best value approach with a Pass/Fail experience requirement and price scored on a maximum of 100 points, with the lowest-priced bidder receiving full points and other bids scored proportionally. Vendors' written questions were due by September 24, 2019, with Commonwealth responses due October 3, 2019; bids were due October 16, 2019, at 2:00 P.M. The resulting contract has an effective date of December 1, 2019, with an initial one-year term and optional renewal for four additional one-year periods subject to mutual written approval.
The solicitation is subject to Kentucky's Reciprocal Preference Law for resident bidders, the Disabled Preference Law, and includes a 20% preference for qualified bidders working with Kentucky Correctional Industries and a 15% preference for qualified bidders meeting specific criteria. The contractor must provide comprehensive insurance coverage including $1,000,000 combined single limit commercial general liability and workers' compensation as required by Kentucky law, complete background checks on all employees, and maintain a supervisor available within 20 minutes during business hours. Performance will be evaluated monthly using a Janitorial Performance Evaluation form with a weighted discrepancy system that may result in invoice adjustments, and pricing shall remain firm for the first 12 months with increases thereafter subject to justification and approval on an industry-wide basis. Payments will be prorated based on occupancy changes of at least 2 percent, and contractors must submit detailed product supply lists and confidentiality statements. No incumbent vendor or budget range was specified in the solicitation documents.
