About this opportunity

The Commonwealth of Kentucky, acting through the Kentucky Transportation Cabinet's Department of Vehicle Regulation/Real ID Office, is soliciting competitive bids for janitorial services at the Real ID Office located at 355 Charles Drive in Mayfield, Kentucky. The procurement seeks comprehensive janitorial services for a 3,062 square foot office facility serving approximately 14 employees and 100–200 daily visitors during standard business hours of 7:45 a.m. to 4:45 p.m., Monday through Friday. Required services include daily sweeping, mopping, restroom sanitization, glass cleaning, and vacuuming; weekly dusting and baseboard cleaning; monthly deep cleaning and carpet vacuuming; quarterly light fixture cleaning; semi-annual carpet extraction cleaning and ceiling vent cleaning; and annual window washing, blind washing, light fixture washing, wall sanitization, and floor stripping, sealing, and waxing. Bidders must have a minimum of 24 months in business, with evaluation weighted 95 percent on price (lowest monthly rate wins maximum points) and 5 percent on months in business (up to 120 months). Contractors must maintain General Liability Insurance of $1,000,000 per occurrence and Kentucky workers' compensation insurance, provide all cleaning supplies and equipment except consumables supplied by the agency, and ensure all employees are at least 18 years old and clear criminal background checks from the Kentucky State Police and/or Administrative Office of the Courts. A mandatory pre-bid site visit must be scheduled by contacting Hunter Simmons at 731-487-0481 prior to bid submission. Written questions are due February 20, 2023 by 4:00 p.m. EST, with Commonwealth responses issued by February 21, 2023, and electronic bids must be submitted through the Kentucky eProcurement system by February 28, 2023 at 1:30 p.m. EST. The tentative award date is March 14, 2023, with the initial contract period commencing upon award and expiring March 31, 2024, followed by four optional one-year renewal periods.

The procurement does not indicate set-asides for disadvantaged enterprises or minority-owned businesses, though Kentucky resident bidders may receive reciprocal preference under KRS 45A.490–494. No incumbent vendor or current contractor information is specified in the solicitation documents. Price increases are prohibited during the first 12 months of the contract; however, one price increase is permitted during the contract term if industry-wide price changes justify it. The Commonwealth reserves the right to extend the contract to other state agencies and political subdivisions with vendor consent. Specific budget or award values are not disclosed in the solicitation; however, the contract pricing shall be submitted as a monthly rate, and award will be determined through a best-value ranking approach. All bidders must complete the required Annual Affidavit for Bidders, Offerors and Contractors and attest under penalty of perjury that they have not knowingly violated Kentucky campaign finance laws and that contract award will not violate any such provisions.
