About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Department of Highways District 2, issued a Request for Bid (RFB) seeking janitorial services for office facilities in Henderson and Owensboro, Kentucky. The procurement targets weekly cleaning services for approximately 2,000 square feet of office space at each location, with services to be performed once per week on Monday or Friday between 8:00 AM and 1:00 PM. The scope of work includes routine weekly tasks such as trash collection, floor care, restroom sanitization, and drinking fountain cleaning, as well as semi-annual deep cleaning services involving floor stripping, sealing, and waxing. Qualified bidders must have a minimum of 24 months in business and are required to conduct mandatory pre-bid site visits, submitting a completed Site Visit Validation Form with their bid response. The evaluation criteria allocates 95 points to pricing and 5 points to vendor experience measured in months of operation. All bids must be submitted electronically through the Kentucky Vendor Self Service (VSS) eProcurement system by October 21, 2025, at 1:30 PM Eastern Time, with an anticipated contract award date of October 27, 2025, and service commencement on that same date.

The initial contract term runs from the award date through October 31, 2026, with four optional one-year renewal periods available subject to written approval by both parties. Reciprocal preferences for Kentucky resident bidders and qualified bidder preferences apply in accordance with Kentucky statutes. The successful contractor must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, with an ACORD Certificate required within 10 days of notice of award. The contractor is responsible for supplying all cleaning supplies, sanitizers, and equipment except for toilet paper, paper towels, hand soaps, and trash liners, which will be supplied by KYTC. Quarterly janitorial inspection reports must be completed jointly by the vendor representative and the KYTC building manager, with failure to comply with specifications potentially resulting in contract termination after a second vendor complaint within the contract year. Pricing shall be submitted on a monthly basis for the 12-month contract period, with prices remaining firm during the initial 12 months and subject to adjustment thereafter only upon written justification submitted at least 30 days in advance based on industry-wide price changes.
