About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids for janitorial services at the Department of Highways District 6 Office in Covington, Kentucky under RFB 605_2700000126, with bids due October 5, 2026 at 1:30 p.m. Eastern Time and a mandatory pre-bid site visit to be arranged with Robert Rice at robert.rice@ky.gov or 859-206-9582. Kentucky reciprocal preference and qualified bidder preferences of 15–20 percent of maximum points apply to designated nonprofit organizations and correctional industries; resident status claimants must submit required affidavits.

The scope covers daily janitorial services Monday through Friday (excluding holidays) from 4:30 p.m. to midnight at the 21,928-square-foot District 6 Office, 421 Buttermilk Pike, Covington. Services include cleaning seven bathrooms, a shower room, common spaces, offices, conference rooms, and hallways; weekly floor and fixture maintenance; monthly polishing and dusting; semi-annual carpet extraction in April and October; and annual blind washing, window cleaning, and wall sanitization. A minimum of two employees is required daily. Bidders must have a minimum of 24 months in business to qualify and must complete a mandatory pre-bid site visit validation form.

The initial contract period runs November 1, 2026 through October 31, 2027 with four optional one-year renewal periods, plus a Commonwealth right to extend an additional 90 days. Bidders submit pricing on a cost-per-month basis for 12 months. Evaluation uses best-value scoring: price (95 points) and months in business (5 points). Price increases are not permitted during the first 12 months; thereafter, increases require industry-wide justification. Bidders must maintain Commercial General Liability Insurance with $1 million per occurrence and $2 million aggregate, provide workers' compensation insurance as required by Kentucky law, and obtain criminal background checks for all employees prior to assignment. Written questions are due September 28, 2026; responses follow by October 1. All bidders must register in the Kentucky Vendor Self Service system and submit certificates of insurance and safety data sheets for all chemicals prior to contract commencement.
