About this opportunity

The Commonwealth of Kentucky Transportation Cabinet Division of Purchases has issued a Request for Bid (RFB) for janitorial services at the Department of Transportation District 3 Office in Bowling Green, Kentucky. The procurement seeks a qualified contractor to provide comprehensive janitorial services for a 14,400 square-foot facility containing eight bathrooms and common areas. Services must be performed five nights per week (Monday through Friday after 3:30 p.m.) and include daily cleaning tasks such as trash collection, floor sweeping and vacuuming, restroom sanitization, and weekly tasks including window spot cleaning, door handle cleaning, and floor buffing. Additionally, semi-annual services requiring floor stripping, sealing, and waxing using a six-step method with two coats of sealer and four coats of wax, as well as carpet extraction cleaning, must be scheduled in the second and eighth months of the contract. Bidders must have a minimum of 24 months in business, with maximum evaluation points awarded to those with 120 months or more of experience. The contract will be evaluated using a weighted scoring methodology with price allocated 95 points and months in business allocated 5 points. A mandatory pre-bid site visit is required, which must be scheduled by contacting Jennifer Kline at (502) 764-2076 between 8:00 a.m. and 3:30 p.m. Central Time, Monday through Friday. Written questions must be submitted by July 31, 2025 at 4:00 p.m. EST, with responses posted by August 1, 2025. Bids are due electronically through the Kentucky Vendor Self Service system by August 8, 2025 at 1:30 p.m. EST, with an anticipated award date of September 1, 2025. The initial contract period runs from September 1, 2025 through August 31, 2026, with four optional one-year renewal periods available.

The procurement includes reciprocal preference for Kentucky resident bidders in accordance with KRS 45A.490-494, and qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities receive preferences equal to 20 percent and 15 percent of maximum points, respectively. Contractors must maintain General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, with an ACORD Certificate due within 10 days of intent to award notice. Prices must remain firm for the first 12 months of the contract, with any increases thereafter requiring 30-days' written notice and documented justification based on industry-wide price changes. The contractor is responsible for providing all materials, equipment, and supplies except consumable items (tri-fold paper towels, hand soap, toilet paper, and trash can liners), which the agency will supply. Failure to complete semi-annual cleaning services within 30 calendar days of the agreed-upon schedule results in a penalty of 15 percent per month until completion. No specific budget range or award value has been disclosed in the solicitation documents; bidders should submit competitive pricing based on their analysis of the scope of work requirements.
