About this opportunity
The Commonwealth of Kentucky Transportation Cabinet Division of Purchases is soliciting bids through a Request for Bid (RFB) for janitorial services at Kentucky Department of Highways District 11 office locations in Carter County. The procurement encompasses cleaning services at two facilities: the District 11 Office (approximately 21,000 square feet) located at 178 Highway 3561 in Manchester, Kentucky, requiring four nights per week service (Monday through Thursday after 4:00 p.m.), and the Materials Lab (approximately 2,100 square feet) located at 603 Railroad Avenue in Manchester, Kentucky, requiring three nights per week service (Monday, Wednesday, and Friday after 4:00 p.m.). Services include daily cleaning tasks, quarterly deep cleaning of windows and light fixtures, and semi-annual floor stripping, sealing, and waxing, plus annual carpet extraction cleaning as detailed in the specifications and frequency schedule. The contract will commence on April 1, 2026, with an initial term through February 28, 2027, and includes four optional one-year renewal periods. All pricing must be submitted as monthly rates for the 12-month contract period and include all labor, materials, equipment, and specialized services. Evaluation will utilize a best-value methodology allocating 95 points to price and 5 points to bidder experience (months in business), with a minimum requirement of 24 months in business; the lowest-priced bid receives maximum price points with subsequent bids scored proportionally. Bids are due March 3, 2026, at 1:30 p.m. Eastern Time through the Kentucky Vendor Self Service portal, with award anticipated by March 9, 2026, and a mandatory site visit with validation signature from District 11 representatives is required prior to bid submission.
Bidders must be registered in the Commonwealth's eProcurement System and must demonstrate business eligibility through required affidavits regarding resident bidder status (if claimed), illegal immigrant utilization compliance, and campaign finance law compliance. Successful bidders must provide proof of general liability insurance of $1,000,000 per occurrence and Kentucky workers' compensation insurance with the Commonwealth listed as additional insured, and all employees must undergo criminal background checks and be at least 18 years old. Material Safety Data Sheets for all cleaning chemicals must be provided and approved prior to service commencement. Price adjustments are prohibited during the first 12 months, with only one increase permitted thereafter if justified by industry-wide cost changes, and all prices are F.O.B. Destination Freight Prepaid. The incumbent vendor must reference their current contract number on the site visit validation form. Electronic bid submission through the Kentucky Vendor Self Service portal is required; no paper or emailed bids will be accepted. Vendors requiring assistance with submission should contact the Kentucky Customer Resource Center help desk at Finance.CRCGroup@ky.gov, 502-564-9641, or toll-free at 877-973-4357.
