About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Procurement Services, is soliciting bids for janitorial supplies for use by all state agencies and eligible political subdivisions, including cities, counties, and school districts. This is a two-phase multi-step competitive sealed bid process conducted as a reverse auction through the eBridge electronic bidding platform. The solicitation seeks to establish up to two master agreements per region across five geographic regions for a comprehensive range of janitorial and facility maintenance supplies encompassing 47 line items, including cleaning chemicals (bleach, disinfectants, degreasers), paper products (toilet tissue, towels, facial tissue), hand hygiene products (soap, sanitizers, gloves), personal protective equipment, and specialized supplies (absorbents, ice melt, polishing pads). Phase 1 requires submission of unpriced technical offers indicating intent to bid by region, specifying delivery timeframes, and proposing container sizes, case sizes, and manufacturers for each product by January 4, 2023, at 1:30 PM ET. Phase 2 consists of an online reverse auction bidding event scheduled for January 18, 2023, at 11:00 AM ET, with eBridge training available January 12-16, 2023. The initial contract period runs from April 1, 2023, through March 31, 2024, with options for four additional one-year renewal periods subject to written approval and potential renegotiation of terms. Best value scoring allocates 90 points to price (lowest bidder receives maximum score), 5 points to delivery time in calendar days, and 5 points to delivery charges for orders below the $50.00 minimum free delivery threshold. Vendors must bid all line items per region and quote prices F.O.B. Destination Freight Prepaid and Allowed, with all shipping and delivery charges included except for minimum order surcharges. All bids must be submitted electronically through the Kentucky eProcurement system; paper bids are non-responsive.
Reciprocal preference applies to Kentucky resident bidders per KRS 45A.494, and qualified bidders receive enhanced scoring preferences, including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind (15 percent preference), and qualified nonprofit agencies for individuals with severe disabilities (15 percent preference). Vendors are required to register with the Commonwealth eProcurement System and comply with Kentucky tax registration, workers' compensation, and unemployment insurance requirements. All awarded suppliers must pay a 1.0 percent quarterly administrative fee on net sales to the Commonwealth and a 1.5 percent transaction fee to eBridge, which must be included in pricing and cannot be separately delineated in invoicing. The solicitation documents do not identify any incumbent vendors or specify a budget range for the procurement; however, estimated annual usage quantities are provided for each of the 47 line items to guide bidding. Vendors must also indicate their willingness to implement a punch-out catalog system integrating with the Commonwealth's eMARS eProcurement system if awarded, though declining punch-out implementation does not affect award eligibility.
