About this opportunity
The City of Florissant Parks and Recreation Department is requesting sealed bids for janitorial, custodial, and sanitation supplies across 101 line items under IFB #25-0261-PR, with bids due July 20, 2026 at 3:00 p.m., and questions due July 8, 2026. A preference for United States-manufactured products applies per City Resolution No. 688 where quality and price are comparable; a 5-point local-vendor preference also factors into scoring.
The scope encompasses cleaning chemicals, paper products, microfiber mops, hand sanitizers, disinfectants, floor pads, protective equipment, and related supplies for multiple City facilities. Bidders must provide product identification by brand and manufacturer, catalog numbers, and descriptive literature; alternate or equal products are acceptable with equivalency evidence (brochures, samples, detailed specifications). The City reserves the right to request demonstrations prior to award. Delivery is f.o.b. destination with all shipping included in unit pricing; the City is sales tax exempt under Missouri law Chapter 144.062. The contract runs August 1, 2026 through July 31, 2027, with two optional one-year renewals, and items are purchased on an as-needed basis.
Evaluation weights pricing at 40 points, technical capability and experience at 30 points, product availability and delivery at 25 points, and local vendor status at 5 points. The award goes to the lowest qualified and responsible bidder. The successful bidder must execute the contract within ten days of notification and provide a certificate of insurance naming the City as additional insured in an amount not less than $1 million, three references, and a non-collusion certification. Contractors must maintain enrollment in a federal work authorization program and provide a notarized Work Authorization Affidavit. All on-site employees must complete a ten-hour OSHA construction safety course within 60 days of commencement; non-compliance incurs $2,500 plus $100 per employee per day. Performance and payment bonds equal to 100 percent of aggregate contract value are required, with bond premiums paid by the contractor. Invoices are payable within 30 days of written Director approval.
