About this opportunity

The Kansas Department of Revenue is soliciting competitive proposals for janitorial services at four Wichita-area Driver's License Examination (DLEX) offices, with a mandatory pre-bid conference on November 20, 2026 and bids due December 10, 2026 at 2:00 p.m. CST. Bidders must be headquartered in Kansas with a valid physical street address registered with the IRS, and P.O. Boxes are not acceptable. Bidders may claim the Disabled Veteran Owned Business preference or the Certified Business Bidder Preference if applicable documentation is included.

Scope covers daily floor mopping, sweeping, and vacuuming; washroom sanitation; carpet cleaning twice annually with weekly spot cleaning; high-touch surface disinfection; and general cleaning at the Wichita DLEX and Taxation Office (approximately 14,805 sq. ft.), Wichita West DLEX (approximately 10,000 sq. ft.), Andover DLEX (approximately 3,665 sq. ft.), and Derby DLEX (approximately 4,524 sq. ft.). Contractors must supply all janitorial supplies, equipment, and materials, subject to agency approval; the State provides only toilet paper, paper towels, and certain dispenser refills. Required qualifications include at least three years' experience with similar commercial office buildings, 24-hour emergency availability, compliance with security protocols including employee sign-in logs and confidentiality agreements, and participation in monthly quality control inspections. Contractors must carry comprehensive liability insurance of $50,000 per person and $100,000 per occurrence, maintain a $5,000 fidelity bond, submit a current Tax Clearance Certificate from the Kansas Department of Revenue, and comply with the Immigration Reform and Control Act of 1986.

The five-year term runs January 1, 2027 through December 31, 2032. Bidders may propose incremental annual price increases not exceeding 5% for years two through five, with no other adjustments permitted during the term. Payment terms are Net 30, and contractors must accept electronic funds transfer and may not charge Procurement Card fees. The Procurement Negotiation Committee will award based on cost, proposal completeness, bidder understanding, compliance with RFP terms, relevant experience, qualified staffing, and methodology.

Attendance at the pre-bid conference is required, with sessions on November 20, 2026 at Andover DLEX (10:45 a.m. CST), Derby DLEX (12:00 p.m.), Wichita West DLEX (1:00 p.m.), and the Wichita DLEX and Taxation Office (1:45 p.m.); bidders who do not attend will be rejected. Written questions are due November 23, 2026, with responses issued by written addendum. Bidders must request an invitation at least 24 hours before bid close. Bids may be emailed to procurement@ks.gov or delivered by courier. The RFP summary lists the contract start as January 1, 2027, while the bid document states services commence by July 1, 2027.
