About this opportunity

The Kansas Department of Labor, through its Office of Procurement and Contracts, is soliciting proposals for janitorial services at its Lenexa office, with a mandatory pre-bid conference on December 1, 2026 and proposals due December 17, 2026 at 2:00 p.m. CST. The solicitation carries no set-asides. Attendance at the pre-bid conference is required, and failure to attend in its entirety results in bid rejection.

Bidders must register with the State of Kansas before the bid closing date, obtain tax clearance certification from the Kansas Department of Revenue, and submit certifications covering Immigration Reform and Control Act compliance, sexual harassment policy acknowledgment, non-engagement in Israel boycotts, and non-procurement of certain covered telecommunications equipment. Bidders must have a minimum of five years of continuous active participation in janitorial services and must provide three references from customers receiving similar services within the last five years, at least two of which are in-state and currently receiving janitorial services.

The scope covers a 10,647-square-foot single-floor facility at 8527 Bluejacket Street, Lenexa, Kansas, comprising approximately 8,000 square feet of carpet, 1,700 square feet of luxury vinyl tile, and 300 square feet of vinyl composition tile, including work spaces, offices, break rooms, and restrooms. Services run Monday through Friday after 5:00 p.m. CST on days the office is open, excluding weekends and State of Kansas holidays. All janitorial workers must be contractor employees, at least 18 years old, and well trained, with a working supervisor on site during all work hours. The contractor must obtain Kansas criminal history background checks for each employee or subcontractor at its own expense before work begins, and anyone convicted of a felony or relevant misdemeanor within ten years is ineligible for assignment. The agency may approve or disapprove any contractor employee or request replacement at any time.

Pricing is a fixed monthly fee that includes all labor, supervision, supplies, restroom consumables, equipment, and payroll taxes. Bidders may propose incremental price increases not exceeding five percent annually for years two through five, with no other price adjustments permitted during the contract life. The contract term runs five years, from January 1, 2027 through December 31, 2032. Payment terms are Net 30 days. A bid guarantee is not required. Proposals are submitted by email to procurement@ks.gov or by courier.
