About this opportunity
The Commonwealth of Kentucky, Transportation Cabinet, Division of Maintenance, is soliciting competitive bids for janitorial and grounds maintenance services at two Interstate 71 rest area facilities (northbound and southbound) located in Oldham County, Kentucky, serving approximately 3,500 daily vehicles. This Request for Bid (RFB) seeks a qualified contractor to provide comprehensive custodial services including daily cleaning of restrooms, lobbies, vending buildings, and facility grounds; parking lot and grounds maintenance; trash collection and litter removal; snow and ice removal from sidewalks and parking areas; and minor mechanical and structural repairs. The successful contractor must maintain a minimum staff of 14 employees across three shifts—six employees on the first shift (7:00 a.m. to 3:00 p.m.), four on the second shift (3:00 p.m. to 11:00 p.m.), and four on the third shift (11:00 p.m. to 7:00 a.m.)—working seven days per week, plus one project supervisor available 24 hours daily. All employees must be at least 18 years old, pass criminal background checks conducted no more than 30 days prior to employment, be verified against the National Sex Offender Registry, and comply with uniform and security requirements. Performance will be evaluated using a Rest Area Maintenance Inspection Report assessing eight operational areas (Lobby/Tourism, Grounds, Women's Restroom, Men's Restroom, Family Restroom, Vending Building, Utility Room, and Staff Performance) across 258 possible points, with specific Pass/Fail critical requirements for sharps containers, blood pathogen kits, snow and ice removal, full staffing, and staff uniforms. Award determination will be based on best value criteria allocating 95 points for lowest price and 5 points for months in business (24-month minimum experience required). The bid closing date is June 27, 2023, at 1:30 p.m. Eastern Time, with electronic submissions required through the Kentucky Vendor Self Service portal, and the contract is anticipated to begin August 1, 2023, running through July 31, 2024, with four optional one-year renewal periods at the Commonwealth's discretion.
The solicitation extends reciprocal preference to Kentucky resident bidders and offers qualified bidder preferences to Kentucky Industries for the Blind, nonprofits advancing KRS Chapter 163 purposes, and qualified nonprofit agencies serving individuals with severe disabilities, who receive a 15 percent preference on maximum points awarded; qualified bidders must maintain 75 percent of man-hours worked by employees with qualifying disabilities, documented monthly and certified by a qualified third party. Contractors must provide general liability insurance of $1,000,000 per occurrence and Kentucky workers' compensation insurance, supply all uniforms, materials, equipment, supplies, and cleaning chemicals at no cost to employees within 30 days of contract award, and maintain a private telephone line for facility communications. The solicitation does not identify incumbent contractors or specify total contract values; however, pricing consists of two line items comprising a daily rate for janitorial services at 365 days per year and an hourly rate for supplemental temporary staffing at $40 man-hours as needed. Liquidated damages penalties are assessed at 10 percent of the daily contract rate for noncompliance with staffing deficiencies, uniform violations, inspection score penalties of 15 percent or greater, or missed inspections, with incremental penalty structures applied for multiple missed inspections. Vendors must complete and submit a notarized Annual Affidavit confirming compliance with Kentucky campaign finance laws and provide documentation of qualified bidder status if claiming such preference, along with disability determination forms for applicable employees within 30 days of hire.
