About this opportunity
The South Dakota Department of Social Services, Division of Operations, is issuing Request for Proposal 19668 to solicit janitorial services for the state field office located at 617 N Marge Lane in Mission, South Dakota, serving Butte County and Mobridge City jurisdictions. The procurement seeks comprehensive cleaning and maintenance services for approximately 10,446 square feet of office space, including entrances, hallways, corridors, restrooms, and individual offices. Required deliverables include five-times-weekly cleaning (trash collection, floor care, vacuuming, dusting, and restroom maintenance), weekly deep cleaning tasks, monthly weed spraying, quarterly maintenance activities (door cleaning, light fixture cleaning, furnace filter replacement), twice-yearly exterior window washing, and yearly interior wall cleaning. The contractor must supply all cleaning materials and equipment using environmentally preferred products consistent with state policy and maintain commercial general liability insurance of at least $1,000,000 per occurrence, professional liability insurance of $1,000,000, business automobile liability insurance of $1,000,000 per accident, and workers' compensation insurance as required by law. Critical deadlines include a letter of intent due by March 17, 2026; offeror questions due by March 24, 2026; SFTP folder requests due by April 7, 2026; and proposals due no later than 5:00 PM Central Time on April 8, 2026. Site visits are encouraged between March 31 and April 8, 2026, and should be coordinated with Kirsten Blachford at Kirsten.Blachford@state.sd.us. The anticipated award decision and contract negotiation are scheduled for May 5, 2026.
The contract term is one year, effective June 1, 2026, through May 31, 2027, with options for renewal for up to three additional one-year periods at the state's discretion based on performance and fund availability. Proposals must include an executive summary, detailed responses addressing all RFP requirements using the provided checklist, and documentation of at least three previous similar contracts with client references and service dates. The RFP does not specify set-aside designations, restrictions on applicant types, or an explicit contract award value or budget range; however, proposals must include cost proposals with specific monthly rates. Prior written consent from the state is required before using subcontractors, and the contractor assumes direct responsibility for employee supervision and compliance with all federal, state, and local laws. Either party may terminate the contract with thirty days' written notice, or the state may terminate immediately for breach of contract terms. All proposals become public information upon award, though proprietary information may be protected under limited circumstances with proper justification.
