About this opportunity
The Kentucky Transportation Cabinet, Department of Vehicle Regulation, is issuing a Request for Bid (RFB) for janitorial services at the Real ID Office located in Mayfield, Kentucky. The procurement seeks ongoing custodial services for a 3,062 square-foot office facility with two restrooms serving approximately 14 employees and an estimated 100-200 daily visitors. Services must be performed five days per week, Monday through Friday, during business hours from 7:45 a.m. to 4:45 p.m., with vacuuming scheduled after 4:00 p.m., and include daily cleaning tasks such as sweeping, mopping, restroom sanitization, and glass cleaning; weekly duties encompassing dusting of high and low surfaces and baseboards; monthly work including waste basket and door frame cleaning; and semi-annual or annual deep cleaning services such as carpet extraction, floor stripping and sealing, waxing, window washing, wall sanitization, and tile cleaning. The bid closing date is March 11, 2025, at 1:30 p.m. Eastern Time, with a mandatory pre-bid site visit scheduled for Friday, March 7, 2025, at 1:00 p.m., and the anticipated contract start date is March 24, 2025. Pricing shall be submitted as a firm monthly rate and evaluated using a best-value scoring methodology where the lowest responsive bid receives maximum points, with bidder experience in the business (minimum 24 months required, maximum 120 months evaluated) accounting for remaining points. Required qualifications include a minimum of 24 months of business experience, a Certificate of Insurance with $1,000,000 general liability limits and Kentucky workers' compensation coverage, completed Bidder Qualifications form, background check consents for all employees, and various affidavits including non-discrimination, campaign finance compliance, and contractor employee verification. All bids must be submitted electronically through the Kentucky Vendor Self Service eProcurement system; vendors must be registered in the system at least 24-48 hours prior to submission and must complete a Site Visit Validation Form signed by a KYTC representative.
The contract will be awarded as a Master Agreement for an initial period beginning upon award and expiring March 31, 2026, with four optional one-year renewal periods available. Resident bidder preference of reciprocal status and qualified bidder preferences ranging from 15-20 percent apply to this procurement. The successful bidder must furnish all cleaning supplies, sanitizers, and equipment, while the agency will provide toilet paper, paper towels, hand soaps, and trash liners. No incumbent vendors or current contractors are identified in the solicitation documents. The RFB does not specify an explicit award value or budget range; however, pricing shall be submitted as a firm monthly rate. Vendors should direct all solicitation communications to Latasha Chenault at the KYTC Division of Purchases at 502-782-5673 or Latasha.Chenault@ky.gov, and all site visit inquiries should be directed to Hunter Simmons at 731-487-0481 or Hunter.Simmons@ky.gov.
