About this opportunity

The Hawaii Department of Transportation is soliciting for five-year janitorial services at its Motor Vehicle Safety Office in Aiea with proposals due July 21, 2026. Vendors must maintain current compliance status in the Hawaii Compliance Express system, a mandatory eligibility requirement under Hawaii law for contracts valued at $2,500 or more with state and county entities.

The scope encompasses recurring services at two buildings totaling 7,334 square feet, plus a 4,508-square-foot courtyard and 13,700-square-foot parking lot. The contract runs August 1, 2026, through July 31, 2031. Three-times-weekly service (Monday, Wednesday, Friday) includes trash removal, disinfection of countertops and floors, restocking of bathroom supplies, window cleaning (interior and exterior), toilet and sink sanitization, wall and switch-plate spot cleaning, and removal of bird droppings from rooftop and walls using deck brush pressure-washing techniques. Weekly parking-lot and courtyard power washing is required to clear debris, standing water, and bird droppings. Annual floor strip-and-wax service is scheduled for September. Holiday scheduling adjustments are permitted when cleaning days coincide with state holidays. The State supplies toilet tissue, seat covers, paper towels, hand soap, and trash bags.

The contract is governed by Hawaii Revised Statutes Chapter 103D General Conditions, which establish independent-contractor status, nondiscrimination and conflict-of-interest requirements, and mandatory tax clearance and good-standing certifications from Hawaii's Department of Taxation, Internal Revenue Service, Department of Labor and Industrial Relations, and Department of Commerce and Consumer Affairs. The State retains broad termination rights for default (10 days to cure) and for convenience. A pre-offer conference contact is Toby Wakumoto, 808-692-7656 or toby.r.wakumoto@hawaii.gov.
