About this opportunity

The Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Department of Vehicle Regulation/Real ID Office, is seeking a qualified vendor to provide comprehensive janitorial services for a 3,298 square-foot office building in Maysville, Kentucky. Services must include daily cleaning five days per week (Monday through Friday) during business hours from 7:30 AM to 4:30 PM, serving approximately 12 employees with an estimated 50-100 daily visitors. The scope of work encompasses daily restroom sanitation, weekly and monthly deep cleaning tasks, semi-annual floor stripping and waxing with carpet extraction cleaning, and annual services including window washing, light fixture cleaning, and wall sanitization. The vendor must be responsible for all cleaning supplies, equipment, and sanitizers, while the Commonwealth will provide toilet paper, paper towels, hand soaps, and trash liners. Bidders are required to conduct a mandatory site visit and obtain validation from an authorized Kentucky Transportation Cabinet representative; site visits can be scheduled by contacting Susan Maynard at Susan.Maynard@ky.gov or 606-739-6234. The written question deadline was April 12, 2024, at 4:00 PM Eastern Time, with Commonwealth responses posted by April 15, 2024. Bids were due electronically only through the Kentucky Vendor Self Service portal at https://vss.ky.gov by May 1, 2024, at 1:30 PM Eastern Time, with the tentative award date of May 1, 2024. The initial contract period runs from May 1, 2024, through April 30, 2025, with four optional one-year renewal periods available subject to written approval from both the vendor and Division of Purchases. Evaluation will use a best-value approach with 95 points allocated to price and 5 points to experience (measured in months of business, with a minimum requirement of 24 months).

The Commonwealth applies reciprocal preference for Kentucky resident bidders in accordance with KRS 45A.490-494. Additionally, qualified set-asides include a 20 percent preference for Kentucky Correctional Industries and a 15 percent preference for Kentucky Industries for the Blind and qualified nonprofits. All prospective vendors must submit a Required Affidavit for Bidders claiming Resident Bidder Status, a completed Site Visit Validation Form, a bidder qualifications form, proof of general liability insurance with $1,000,000 per occurrence limits, Kentucky workers' compensation insurance, and signed Consent and Release forms for background checks on all employees. The contract does not identify any incumbent vendors or specific technology integration requirements. Price adjustments are prohibited during the first 12 months of the contract; only one price increase is permitted during the initial contract period and one additional increase during any extended period, each subject to documented industry-wide justification. Penalties of 15 percent per month apply if semi-annual or annual services are not completed within 30 days of the agreed schedule. The vendor must maintain a representative available by local telephone during department operating hours for service evaluation and complaint resolution, and monthly inspection reports must be completed and signed by both the vendor representative and the building manager. No specific budget or award value range is disclosed in the solicitation documents.
