About this opportunity
The Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Department of Vehicle Regulation/Real ID Office, is seeking qualified janitorial service providers through a Request for Bid (RFB) for the Maysville, Kentucky location. The procurement encompasses comprehensive janitorial services for a 3,298 square foot office building serving approximately 8 employees and 85 daily visitors, with services required three days per week (Tuesday, Thursday, and Friday) during business hours of 7:30 a.m. to 4:30 p.m. The scope of work includes daily cleaning tasks such as sweeping, vacuuming, sanitizing restrooms and break rooms, emptying waste baskets, and cleaning entrance/exit glass; weekly tasks including dusting surfaces, baseboards, and sanitizing chairs; monthly deep cleaning services; and semi-annual and annual specialized services including floor stripping, sealing, waxing using the six-step method, and washing and sanitizing walls and partitions. All cleaning supplies, sanitizers, and equipment must be supplied by the contractor, while the agency provides toilet paper, paper towels, hand soaps, and trash can liners. The bid closing date is May 22, 2024, at 1:30 p.m. Eastern Time, with a public bid reading scheduled via telephone conference at 3:00 p.m. the same day. A mandatory pre-bid site visit is required, with validation obtained from Susan Maynard at 606-739-6234 or Susan.Maynard@ky.gov. The initial contract period runs from award through May 30, 2025, with four optional one-year renewal periods available. Award determination will utilize a best value approach with scoring based on price (95 points) and months in business (5 points), with a minimum of 24 months in business required for eligibility. All submissions must be made exclusively through the Kentucky Vendor Self Service (VSS) electronic procurement system at https://vss.ky.gov, with required submittals including completed bid information forms, pre-bid site visit validation, Required Affidavits Regarding Contractor Employees and Subcontractors, Statement of Confidentiality, Certificate of Insurance with $1,000,000 general liability limits and Kentucky workers' compensation coverage, Consent and Release for Background Check forms, and Bidder Qualifications forms.
This procurement includes reciprocal preference for Kentucky resident bidders in accordance with KRS 45A.490-494. All contractor employees must be at least 18 years old and pass criminal background checks from Kentucky State Police and/or Administrative Office of Courts, with verification against the National Sex Offender Registry required. The incumbent vendor is exempt from the mandatory site visit requirement if resubmitting a bid, though this is a rebid of RFB 2400000553. Price adjustments are prohibited during the first 12 months of the contract; only one price increase is permitted during the initial contract term and one additional increase during any extended period, each requiring 30 days' notice and documented justification. The contractor must maintain a monthly janitorial inspection report completed by both the vendor representative and building manager, and failure to complete semi-annual or annual cleaning within 30 calendar days of the agreed schedule results in a 15% monthly penalty until completion. The contractor is responsible for any damage or loss and must supply all necessary cleaning equipment and supplies. All bidders are required to complete the Annual Affidavit for Bidders, Offerors, and Contractors as mandated by KRS 45A.110 and 45A.115, confirming non-violation of Kentucky campaign finance laws. No specific budget or award value is disclosed in the solicitation documents.
