About this opportunity

The Missouri Office of Administration, Division of Facilities Management, Design and Construction is soliciting proposals for janitorial services at the Harry S Truman State Office Building in Jefferson City, with proposals due June 5, 2026, at 2:00 p.m. Central Time through MissouriBUYS. A mandatory pre-proposal conference and building tour were held May 14, 2026; bidders who did not attend that conference are ineligible.

The scope covers comprehensive daily, weekly, monthly, and semi-annual janitorial services across 641,841 cleanable square feet, including 27,860 square feet of secured areas and 32,214 square feet of day-clean areas, serving approximately 2,422 full-time employees. Daily cleaning occurs Monday through Friday (excluding state holidays) during 7:00 a.m.–5:00 p.m. day operations and 5:30 p.m.–10:30 p.m. after-hours operations. The cleaning checklist specifies detailed task frequencies: daily trash removal, glass and carpet cleaning; weekly wet extraction and restroom sanitization; monthly buffing, blind cleaning, and vent maintenance; and semi-annual deep carpet extraction, floor stripping and refinishing with skid-proof wax, wall dusting to ceiling height, and wood-door cleaning with Murphy Oil Soap or equivalent. Contractors must use state agency-approved cleaning agents for deep extraction and maintain specific standards for granite, brass, chrome, and stone surfaces throughout the building.

Staffing requirements are two working resident managers, two after-hours supervisors, six day porters/matrons, one contractor contact person, and two floor care specialists. All personnel must reside within thirty miles of the building, hold minimum two years of supervisory or janitorial experience within the past five years, pass fingerprint-based background checks through the Missouri State Highway Patrol at contractor expense, and obtain state-issued identification badges before work begins.

The contractor must have three years of janitorial-services experience within the past five years for office buildings of at least 641,841 square feet. Compensation is firm fixed pricing per square foot per month, with separate pricing for supplemental services (interior window cleaning, deep carpet cleaning, hard surface floor care, upholstered furniture cleaning, construction cleanup, and high-touch disinfecting).

The contract term is one year effective upon award, with renewal at state discretion. Liquidated damages apply for substandard or incomplete performance. The incumbent contractor operates under Contract CS231012001 (Bid RFPS30034902301012), with historical records available through the Division of Purchasing's Awarded Bid & Contract Document Search System.

Amendment 02 was issued June 2, 2026, revising personnel qualifications, security requirements, and supplemental service specifications. Bidders must be registered in MissouriBUYS with "Approved" and "Spend Authorized" status to be considered for award.
