About this opportunity
The Commonwealth of Virginia Department of Motor Vehicles (DMV) issued Invitation for Bids (IFB) #154-27-115641 to procure comprehensive janitorial services for nine stand-alone DMV Customer Service Center locations across the state, including facilities in Covington, Martinsville, Rocky Mount, Clintwood, Jonesville, Norton, Tazewell, Vansant, and Lexington. The scope of work encompasses daily cleaning tasks, biweekly and weekly specialized cleaning, monthly maintenance, quarterly carpet shampooing, and semiannual floor stripping and waxing at these facilities, which range from 2,444 to 5,395 square feet. All services must be performed after hours outside of DMV operating hours, with service frequency varying by location between Monday through Friday and Monday through Saturday schedules. The contractor is responsible for all labor, materials, equipment, and supplies except for items furnished by DMV (hand soap, towels, toilet tissue, and urinal screens). Sealed bids were due electronically via eVA by 2:00 PM Eastern Standard Time on April 17, 2026, with public bid opening scheduled for 3:00 PM the same day via Microsoft Teams. Optional site visits were available Monday through Friday from March 17 through March 27, 2026, between 10:00 AM and 4:00 PM, and written questions were required to be submitted by 2:00 PM EST on March 27, 2026. Bidders were not required to submit pricing for all locations and could bid on individual locations or subsets of the nine centers. The contract period runs from August 1, 2026, through December 31, 2026, with four optional one-year renewal periods, with renewal pricing capped to not exceed the percentage increase or decrease of the Consumer Price Index for Services category. Evaluation criteria include vendor capability and capacity, demonstrated experience with similar services through a minimum of four current or recent commercial or governmental references, and compliance with all submission requirements and insurance obligations.
This procurement is open to all eVA-registered vendors without requiring Disadvantaged Small Business Services Division (DSBSD) certification, though the Commonwealth of Virginia has established a statewide goal that 42 percent of its purchases be made from DSBSD-certified small businesses, including micro-businesses, women-owned businesses, minority-owned businesses, and service-disabled veteran-owned businesses. All bidders are required to submit a Small Business Subcontracting Plan disclosing their utilization strategy for certified small businesses, and proposed small business participation percentages will be incorporated into the subsequent contract as binding requirements, with failure to meet proposed participation levels potentially resulting in breach of contract. Bidders must also submit a State Corporation Commission Form establishing eligibility and Virginia presence, a completed Vendor Data Sheet with primary contact information and references, and a Personnel Authorization form certifying that all assigned personnel are legal residents or authorized aliens under the Immigration Reform and Control Act and have passed criminal history background checks with no felony or larceny convictions. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence, workers' compensation insurance as statutorily required, and employer's liability insurance of $100,000, with the Commonwealth named as additional insured. The monthly pricing for janitorial services across the nine locations totaled $206,677.60, reflecting the established budget with all nine locations receiving 100 percent funding approval, and monthly charges for individual locations ranging from $14,400.00 at Jonesville to $27,600.00 at Tazewell. Contractors must register with eVA and comply with vendor transaction fees of one percent capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses, assessed per purchase order, with payment made within 30 days of receipt of valid invoices.
