About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is soliciting bids on behalf of the Education and Labor Cabinet's Disabilities Determination Services for janitorial services at its Frankfort facility under RFB 758 2700000151, with the modified bid closing date set for November 6, 2026 at 1:30 p.m. EST. Kentucky resident bidders receive a reciprocal preference against nonresident bidders, and qualified bidders, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofits, receive a preference equal to 15-20 percent of maximum points.
The scope covers approximately 99,458 square feet of cleanable area at 102 Athletic Drive, Frankfort, including offices, restrooms, corridors, storage areas, stairwells, and mechanical rooms. Service runs five days per week, Monday through Friday, during facility hours of 7:00 a.m. to 6:00 p.m., with a minimum of 24 daily person-hours from three dedicated employees working eight hours each. The vendor supplies all cleaning supplies and equipment and maintains minimum one-week supply levels on site. Cleaning tasks are tiered by daily, weekly, monthly, quarterly, and semi-annual frequency. Subcontractors are permitted for any work, including specialized floor care. All staff entering the facility must obtain HSPD-12 security certification through DDS at no cost to the vendor, a process of four to six weeks. Employees must be at least 18 years old, pass criminal background checks, and sign confidentiality statements. Insurance requires Commercial General Liability coverage of $1 million per occurrence and $2 million aggregate, plus Automobile Liability of $1 million combined single limit if vehicles are used.
The award uses best value evaluation, with 90 points for price and 10 points for years in business, where a minimum of three years as a janitorial services provider is required. Pricing is a fixed total monthly cost, valid for 60 days after the bid due date. Price increases are prohibited during the first 12 months and thereafter may be requested only with documented industry-wide justification. The initial contract runs from award through November 30, 2027, with four optional two-year renewals. The incumbent is GDI Services Inc. Vendors must submit the Kentucky Tax Registration Application (Revenue Form 10A100) if applicable, a resident bidder affidavit if claiming resident status, and a Certificate of Authority from the Kentucky Secretary of State if a foreign entity, all before award. Payment is issued within 30 working days of invoice receipt and service acceptance. The mandatory site visit was held October 20, 2026, and written questions closed October 21, 2026.
