About this opportunity
The Kentucky Finance and Administration Cabinet, on behalf of the Education and Labor Cabinet's Disabilities Determination Services (DDS), is soliciting bids under RFB 758 2700000151 for janitorial services at the DDS facility at 102 Athletic Drive, Frankfort, with closing extended to November 6, 2026 at 1:30 p.m. EST by Addendum #1. Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofits serving individuals with severe disabilities, receive statutory preferences.
The scope covers approximately 99,458 square feet, staffed by three full-time employees delivering 24 daily person-hours Monday through Friday, 7:00 a.m. to 6:00 p.m. Required tasks include daily cleaning of entrances, bathrooms, floors, and walls; weekly ceiling and surface dusting; monthly furniture polishing and blind cleaning; quarterly carpet extraction and waste basket cleaning; and semi-annual window washing, blind washing, and six-step strip-seal-wax flooring. The vendor supplies all materials and equipment and maintains a one-week supply inventory. Janitorial employees require criminal background checks and confidentiality statements and must not include state employees or their immediate family members. Commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate is required, plus automobile liability of $1,000,000 combined single limit if vehicles are used. Bi-monthly inspections by the vendor representative and the DDS building manager require signed reports retained on file. Bidders must be registered in the Kentucky eProcurement System and submit electronically. Prior to award, the vendor must provide Kentucky Tax Registration Form 10A100 if applicable and required affidavits.
The initial contract period runs from award through November 30, 2027, with four optional two-year renewals. The Commonwealth will make a single-vendor, best-value award for all line items, with monthly pricing submitted as one line item. Evaluation allocates 90 points to price, with the lowest bidder receiving maximum points, and 10 points to years in business. A minimum of three years of janitorial experience is mandatory for eligibility. Pricing remains firm for the first 12 months. Thereafter, increases require written justification based on industry-wide changes and Commonwealth approval.
The mandatory site visit on October 20, 2026 and the written question deadline on October 21, 2026 have passed. The Commonwealth scheduled question responses for October 23, 2026.
