About this opportunity
The Commonwealth of Kentucky's Education and Labor Cabinet is requesting bids for janitorial services at its Disabilities Determination Services facility in Frankfort under RFB 758 2700000151, with bids due October 30, 2026, and a mandatory site visit on October 20, 2026. Reciprocal preference for Kentucky resident bidders and preferences for Kentucky Industries for the Blind, nonprofit corporations under KRS Chapter 163, and qualified nonprofit agencies for individuals with severe disabilities may apply. A three-year minimum operating history as a janitorial services provider is mandatory.
The scope covers approximately 99,458 square feet at 102 Athletic Drive, Frankfort. Services include daily cleaning of entrances, exits, restrooms, floors, and walls; weekly ceiling and high-surface dusting; monthly furniture polishing; quarterly carpet extraction and waste basket cleaning; and semi-annual window cleaning, blinds washing, and floor stripping, sealing, and waxing. The vendor must deploy three dedicated employees working eight hours per day, five days per week during business hours (7:00 a.m. to 6:00 p.m.), and provide all cleaning supplies, equipment, and materials. Pricing shall be submitted as a total monthly cost.
The initial contract period runs from award through November 30, 2027, with options for four additional two-year renewal periods subject to renegotiation. No price increases are permitted during the first 12 months; thereafter, increases may be requested with industry-wide price documentation and Commonwealth approval. Price decreases reflecting industry-wide reductions must be passed to the Commonwealth immediately. Pricing must remain valid for 60 calendar days after the bid due date.
Evaluation uses best-value scoring: 90 points for price (lowest bidder maximum) and 10 points for years in business. The vendor must carry Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, naming the Commonwealth as additional insured. All bids must be submitted electronically through the Kentucky eProcurement system. Vendor attendance notification for the October 20 site visit is due October 19 at 3:00 p.m. EST. Questions are due October 21 at 2:00 p.m. EST, with Commonwealth response by October 23.
