About this opportunity

The Metropolitan Airports Commission (MAC) in Anoka County, Minnesota is issuing a Request for Quotes (RFQ) for janitorial services at two reliever airport locations: Anoka County/Blaine Airport (approximately 3,000 square feet) and Crystal Airport (approximately 400 square feet). Services include routine janitorial cleaning at Anoka County/Blaine two days per week (5:00 p.m. to 8:00 p.m.) and at Crystal daily (8:00 a.m. to 8:00 p.m.), plus approximately four to five times annually additional miscellaneous work such as deep cleaning and carpet shampooing. Vendors must demonstrate a minimum of five years' experience in janitorial and building maintenance services in public buildings, including exterior window cleaning on multi-story structures, and must provide three current references from janitorial and building maintenance customers. Pricing shall be firm for the three-year initial contract period beginning March 1, 2026, with options for two one-year renewals, submitted on a monthly basis for routine services and hourly rates for additional services. A mandatory pre-quote meeting and tour is scheduled for February 4, 2026, at Anoka County/Blaine Airport from 2:30 p.m. to 4:00 p.m., with an optional Crystal Airport meeting from 1:00 p.m. to 1:45 p.m. Questions and requests for addenda must be received by February 6, 2026, at 4:00 p.m., with addenda posted by February 9, 2026, and proposals due February 16, 2026, at 10:00 a.m. The successful vendor must pay employees at least the 2026 Saint Paul minimum wage of $16.37 per hour, provide health insurance meeting Affordable Care Act standards for employees working 30 or more hours weekly, obtain comprehensive insurance coverage including general liability ($1,000,000 per occurrence, $2,000,000 aggregate), commercial automobile liability ($1,000,000 combined single limit), and workers' compensation coverage naming MAC as additional insured, with MAC supplying toilet paper, hand towels, trash/recycling bags, and hand soap while vendors provide all other equipment and cleaning supplies.

This solicitation is restricted to certified or qualified small businesses as defined by the Commissioner of Administration, the Federal Disadvantaged Business Enterprise (DBE) program, the CERT program, or businesses determined to be small by MAC. No incumbent vendor or current contractor information is identified in the solicitation documents. Award will be made separately to the lowest responsive, responsible vendor meeting all requirements at each airport location, allowing for independent contractor selection for each facility. No budget range or award value is specified in the solicitation documentation; pricing will be evaluated based on the cost proposals submitted by responsive bidders on the official quote form. All responding vendors must submit an affidavit of non-collusion certifying that their quotation has been independently developed without collusion, comparison of bids, or arrangements with other bidders, and must provide information regarding payment terms, early payment discounts, and credit card acceptance if applicable.
