About this opportunity

The Kansas Department for Children and Families, through the Kansas Department of Administration Office of Procurement and Contracts, is soliciting competitive proposals for comprehensive janitorial services at the Emporia Service Center located at 1701 Wheeler Street, Emporia, Kansas. This Request for Proposal (RFP) encompasses janitorial services for approximately 16,200 cleanable square feet, including 13,182 square feet of carpet and 2,506 square feet of luxury vinyl tile flooring. Services are required five days per week, Monday through Friday, between 6:00 PM CST and 7:00 AM CST, with flexible weekend availability as needed. The contract term is five years, commencing March 1, 2026, and concluding February 28, 2031, with pricing remaining firm throughout the entire contract period, though vendors may propose incremental price increases not exceeding five percent annually for years two through five. Bidders must demonstrate a minimum of three years' experience in commercial office building janitorial services and provide at least two in-state references from current customers. Required qualifications include proof of comprehensive liability insurance with limits of $50,000 per person and $100,000 per occurrence, as well as a fidelity or indemnity bond in the amount of $5,000. All cleaning supplies, equipment, and materials are the contractor's responsibility, with the exception of toilet tissue, paper towels, liquid hand soap, light bulbs, and trash liners. A mandatory in-person pre-bid conference is scheduled for December 18, 2025, at 11:00 AM CST at the service location, with attendance required or bids will be rejected. Written questions must be submitted to Procurement Officer Nicole D. Mears (nicole.mears@ks.gov or 785-296-2374) by close of business on December 29, 2025. Bid proposals are due on January 21, 2026, at 2:00 PM CST, with service delivery commencing January 27, 2026. Technical and cost proposals must be submitted separately in sealed containers or files, either electronically or by courier but not both.

Bidders may claim eligibility for Kansas Bidder Preference Programs, including the Disabled Veteran Owned Business category or the Certified Business Bidder Preference category, with appropriate supporting documentation required. Additionally, state use purchases may be eligible under applicable Kansas bidder preference categories. All bid responses must include a current Tax Clearance Certificate from the Kansas Department of Revenue, a Certification Regarding Immigration Reform and Control form, and completed Boycott of Israel and Sexual Harassment acknowledgment forms. Bidders must be officially registered as vendors with the State of Kansas at least 24 hours before the event closing date. Contractors must comply with all federal and state employment laws, obtain criminal background checks for all employees, and maintain confidentiality of sensitive agency information. The amendment to the RFP clarifies that no subcontractors are permitted and all persons performing services must be direct employees of the contractor. Payment terms are Net 30 days, with the State of Kansas accepting payment via Procurement Card (P-Card) with no additional charges. No incumbent vendor information or specific award value has been disclosed in the procurement documents; however, the State reserves the right to accept or reject any bids, waive informalities, and confirm tax status of contractors and subcontractors before contract award.
