About this file

This is an Amendment One Questions and Answers document issued by the Kansas Department for Children and Families Office of Procurement and Contracts for janitorial services in Emporia under Event Number EVT0010612. The procurement closes on January 21, 2026, with Nicki Mears serving as the procurement officer. The amendment clarifies several contradictions and ambiguities identified in the original Request for Proposal regarding subcontractor usage, employee requirements, and task scheduling. Key clarifications confirm that no subcontractors are allowed on the contract and all persons performing services must be employees of the contractor. Additionally, due to a flooring upgrade from VCT to LVT, two specific floor maintenance tasks—monthly spray, buff, and clean of corners, and quarterly refinish for protective covering—have been removed from the task schedule as low-maintenance LVT flooring does not require these services.

The amendment addresses pricing methodology for discretionary services listed in the cost sheet, including annual interior and exterior window cleaning, by-request office wall cleaning, and semi-annual area steam cleaning of carpets. All pricing for these services must be factored into the overall janitorial service pricing rather than priced separately, ensuring transparent costs without separate line items for optional services. The document confirms that semi-annual floor steam cleaning may occur more frequently if requested by the agency, establishing that the stated frequency represents a minimum service level. Vendors are required to sign and submit this amendment with their bid responses by the closing date to acknowledge understanding and acceptance of these clarifications.

Answer

1. 19/24 /25

3.22/4.7/4.9 In Section 3.22 pertaining to Subcontractors, it is stated "the Contractor is totally responsible for actions and work performed by its subcontractors".

However, in section 4.9 pertaining to Security, the document specifically states, "Subcontractors will not be allowed on this contract". In Section 4.7 pertaining to Employees, it also states "all persons employed to perform these services shall be employees of the contractor..". Please clarify as the language in each of the listed sections appears to be contradictory; thereby, providing unclear statements pertaining to subcontractors

No Subcontractors are allowed

2. 19/24 /25

3.22/4.7/4.9 If Subcontractors are allowed with Contractors being responsible for actions and work performed by its subcontractors, is the Contractor then responsible to also request, obtain and submit to the Agency office, a Kansas criminal background history for each subcontractor performing a service on behalf of the Contractor?

No Subcontractors are allowed

3. 30 Task Schedule- Floors

Spray, buff and clean corners on a monthly basis.

With the remodel of the floors from VCT to LVT, this low maintenance type of flooring should not be buffed or sprayed with a buffing type chemical.

Please confirm if this task will be removed from the task list.

Due to the flooring upgrade, This task will be removed/unchecked

4. 30 Task Schedule- Floors

5. 30 Task Schedule- Floors

Area steam clean is listed as Semi-Annual and "By Request or As Needed." Is the thought behind marking both of these boxes to mean - work is to be performed semi-annually; however, agency may request service more frequently?

Yes, work is to be performed semi-annually and there may be instances where service may be required more frequently.

6. 32 Cost Sheet Is the pricing for tasks, such as annual interior & exterior window cleaning, by request or as needed cleaning of office walls and/or semi-annual or by request/as needed area steam clean of carpets to be priced as additional services or factored into the overall janitorial service pricing?

Question

Answer

7. 32 Cost Sheet If the task listed is marked "By Request or As Needed", should that task have a separate stated price for the specific service so the agency knows the cost involved or should the pricing for the service be included as part of the overall janitorial service pricing?

The pricing for these items are to be factored into the overall pricing for service.

8. 32 Cost Sheet If these tasks should be priced separately, is it acceptable to allow for incremental price increases as outlined for janitorial services (i.e. not to exceed 5% in years 2-5)?

These tasks are not to be priced separately.
