About this opportunity

The State of Maine Judicial Branch is requesting proposals for janitorial services at the Calais Courthouse under RFP 202609154, with proposals due October 16, 2026 and questions due October 2, 2026. Bidders must be current Certified Work Centers as defined in 5 MRSA 1826-B.2 to be eligible — a mandatory qualification filter.

The scope covers janitorial services for approximately 6,400 square feet of class A office space at 382 South Street, Suite B, Calais, Maine, including courtrooms, judges' chambers, clerk's office, bathrooms, and conference and support staff rooms. The contract calls for a second shift schedule of two people working Monday through Friday from 5:00 p.m. to 7:00 p.m. (2 hours per day), plus 10 documented cleaning hours per month for periodic work during nights, weekends, holidays, and administrative weeks. The awardee must furnish all labor, equipment, supplies, supervision, tools, and materials, including consumable goods (hand soap, paper towels, toilet paper, plastic liners) and specialized equipment (commercial vacuums, carpet extractors, micro scrubbers, air blowers) maintained on-site. The bidder must submit a complete listing of proposed cleaning supplies and chemicals by manufacturer name and number for approval and must employ only personnel who have completed background checks screened and approved by the Director of the Office of Judicial Marshals. Insurance requirements include certificates of general liability and professional liability on ACORD forms, and the bidder must maintain five complete sets of Material Safety Data Sheets.

The initial contract period runs December 1, 2026 through November 30, 2027, with two optional renewal periods extending through November 30, 2031. Cost proposals must be submitted as a fixed amount covering the initial period and all renewal periods. Evaluation uses a 100-point scale: 30 points for Organization Qualifications and Experience, 30 points for Proposed Services, and 40 points for Cost Proposal, with cost scoring weighted at 40 points based on a mathematical formula where the lowest bid receives 40 points. One award is anticipated. Final award is subject to State Procurement Review Committee approval, and no best and final offer process is permitted. Contact: Breanne Hodgetts, Procurement Analyst I.
